The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Monitoring, Evaluation, Accountability & Learning Officer -1 Post

Duty Station:             Mrauk Oo Office, Rakhine State

Report to     :             Monitoring, Evaluation, Accountability & Learning Team Leader

 

Overall purpose of the role:

The growing complexity of the DRC/DDG operating environment in Myanmar makes the cross-functional Programme Quality tasks increasingly important to be able to ensure the quality of our programming, upholding accountability to all our stakeholders especially to the people we reach as well as documenting lessons learned and using them to improve our programmes.

The overall objective of the MEAL Officer will be to:

  • Be the MEAL focal point for programmes in Rakhine State
  • Conduct monitoring activities, communicate information, gather data from the field and follow up on activities in order to get feedback on the quality and relevance of the assistance.
  • Analyze data and write reports.
  • Capture and document lessons learned
  • Enhance collaboration with programme teams to understand better the context and activities.

Specific duties and responsibilities

The duties include, but are not limited to the following:

Monitoring and evaluation

  • Regularly undertake field monitoring visits to collect and document information on implementation progress and success of all programs.  Though this position is based in Mrauk-Oo, it will require travel to all of our field sites in Sittwe, Pauktaw, and Kyauktaw when relevant and appropriate.
  • Coordinate baseline and end line as well as other surveys to ensure proper documentation of findings and recommendations
  • Support programs in conducting participatory monitoring activities using a varied suite of tools that will ensure that implementation results are captured.
  • Support the development of appropriate monitoring tools and methodologies to ensure qualitative and quantitative data is included in reports
  • Regularly update assigned program indicator performance trackers
  • Ensure timely reporting on monitoring activities in line with work plans and project time line
  • Regularly compile success stories and case studies from the field using appropriate guidelines
  • Ensure high quality of quantitative and qualitative data by ensuring accurate data collection, data entry and analysis and interpretation of results
  • Provide regular verbal and written feedback on field observations and monitoring findings to relevant program staff
  • Provide regular training / capacity building for program staff in all tools and methodologies

Data Management and Analysis

  • Manage online and excel databases for DRC’s projects, including supporting the registration of beneficiaries in databases, data entry and cleaning, and perform data quality checks on a regular basis
  • Draft information products such as dashboards, infographics, and maps
  • Ensure data security policies are followed by program teams, safe storage of tablets/phones, KOBO/online accounts

Accountability

  • Together with DRC MEAL Team, support in identifying and documenting appropriate accountability mechanisms for adoption by programs.
  • Participate in the implementation of DRC’s Feedback, Complaints and Response Mechanism (F-CRM)

Learning and project quality

  • Support program team in capturing and documentation of lessons learned and best practices.
  • Contribute to organizational learning through supporting specific analysis, lessons learned, reports and events

Capacity building

  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other MEAL needs;
  • Participate in induction of MEAL to relevant program and support staff

*Any other duties relating to the nature of jobs as requested by the line manager.

Essential skills and experience

  • University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification
  • Minimum 2 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
  • Experience working with NGOs and/or the humanitarian sector, and use of data collection tools
  • Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Basic knowledge of data analysis practices and tools
  • English proficiency including good analytical and report writing skills
  • Fluency in local language

We Offer:

  • Starting date of employment: As Soon As Possible.
  • Contract length: Regular DRC staff contract, including a probation period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
