Background
The Danish Refugee Council (DRC) has been providing relief and development services in Somalia since 1997. Using a human rights framework, DRC’s Somali operation focuses on Somalis and other refugees and migrants who are affected by drought and conflict displacement. The Somalia programme currently has approximately 200 staff and 10 field bases, across Somalia. DRC Somalia implements emergency, recovery and development programming. Programs are found within the core DRC sectors; Shelter/NFI, Protection, CCCM, WASH, Livelihoods and Food Security. The programme is organized into 3 platforms namely; durable solutions, emergency and root causes to displacement.

Humanitarian and Development Financing has been shrinking over the past years. The Localization Agenda in line with World Humanitarian Summit commitments (25% of International financing has to go to local organizations) is also picking up speed in Somalia. Most donors are committed to give more resources to local organizations. Currently 35% of overall International Funding in Somalia is going to local organizations. The Grants & Business Development Manager position will strengthen how DRC does business in Somalia/Land working with all key stakeholders including Federal Government and Federal Member State Levels, Local Organizations, International Organizations and UN and development Agencies.


Overall purpose of the role 
The Grants and Business Development Manager will be responsible for grants administration processes and ensuring that all awards information and data is assembled, documented, analyzed and reported within a results-based management model and in a timely manner for donors and internal purposes for DRC Somalia/Land. S/he will support effective institutional fundraising and contract management. The Post holder will also drive new business development in support of all Somalia/Land programmes and where possible closely work with Kenya and Ethiopia programmes; creating, identifying and assessing new funding opportunities while promoting learning and innovation at country and regional level. The role is expected to maintain a consistent standard of donor relationship and high-quality proposal development working closely with DRC Head of Programmes in delivering quality and innovative interventions, multi-country funding opportunities and consortium partnerships

Responsibilities: 
Grants administration:

  • Provide oversight in regular updating of the Grants Management System in DRC’s Enterprise
  • Resource Planning platform – Dynamics with reports, proposals, contracts and related milestones.
  • Grants focal point for specific country level donors
  • Track grants processes and milestones for all awards through the grants cycle ensuring relevant information and documentation are disseminated to relevant staff in a timely manner.
  • Facilitate project kick off meetings ensuring relevant staff and partners are aware of their programmatic, financial and compliance obligations/requirements.
  • Review current grant progress against original plans and log frames, identify areas of concern and ensure remedial actions are taken.
  • In consultation with the finance department; assist in consolidating and/or quality control of reports, in relation donor requirements, original project proposal, and consistency in both narrative and financial reports.
  • Facilitate the Country Trimester review meetings in consultation with the DCD, Area Managers and TechnicalManagers.
  • Support the tracking of donor financial disbursement against signed contracts and prepare request for financial disbursements from donors as contained in the project agreements.
  • In coordination with the program teams and the finance department, flag any issues that may impede the implementation of project work plans or cause deviations from the set award course by initiating revisions, modifications and No-cost extensions as necessary and follow through by signing and dissemination of the same.
  • Support best practices on grant closure procedures and monitor compliance to grant closure steps/milestones.
  • Responsible for hard and soft copy filling of original signed project and administrative organizational documents.
  • In coordination with Somalia/Land Finance department, manage effective tracking of project income from the relevant donors.

Reporting

  • With input from the DCD, Area Managers, Technical Managers, Communications Specialist and MEAL Coordinator, help produce high quality program progress reports as per donor and DRC/DDG requirements.
  • Provide high quality review and assembly of program documentation including drafting editing and formatting.
  • Provide through progress reporting, a continuous analysis of the achievements, facilitate project reviews, evaluation and audits.
  • Develop donors reporting timelines and requirements template; ensure it is updated at all times.
  • Collecting and collating information from field teams, supporting teams and management in documenting ongoing activities in each project/thematic area.
  • Timely dissemination of reporting tools and requirements and follow up to ensure internal and external reporting deadlines are respected.

Proposal development and donor engagement support

  • Consolidate proposal write ups and draft budgets from field teams in a timely manner for select donors as agreed with line manager.
  • Collate and disseminate donor-specific requirements and guidelines for tenders and proposal processes.
  • Serve as focal point for relaying updates from field to specific donors and ensure instructions on programming changes from donor are communicated to field.
  • Provide timely support in processing of emergency requests under project contingency funds and crisis modifiers by assessing competing emergency needs, prioritizing interventions for emergency funding and preparing requisite documentation in coordination with the Technical Managers and Head of Programmes. 
  • Provide inputs during development of Consortia including drafting of pre-teaming agreements and donor-specific grants requirements.

Staff management

  • Ensure appropriate staffing within the Grants and Business Development Unit.
  • ncorporate staff development strategies and performance management systems into team  building process. Establish a result-based system and follow up.
  • Supervise the Grants Officer, and support fundraising of Partnerships & Relationship Coordinator, Proposal Development Specialist and Knowledge Management Specialist. 
  • Manage and mentor Innovation Interns in grants management processes.
  • Ensure staff understand and are able to perform their roles, have clear work plans, performance objectives are in place and their capacity is strengthened.


Business Opportunities

  • Leads the design and implementation of country and area resource mobilization strategies intended to strengthen funding and partnerships to deliver the Somalia Partnership Development (SPD) 2022
  • Monitors the funding pipeline and leads on new business development and forecasting at a country and area levels.
  •  Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting DRC’s programming in Somalia. 
  • Actively tracks multi-country, multi-sector and multi-area funding opportunities and looks for new consortium partnerships with stakeholders at country level for multi-country programming. 
  • Lead on mapping activities so that DRC in Somalia/Land has a deep understanding of the donor landscape, including donors, stakeholders, I/LNGOS and programmes that work DRC’s thematic areas.


About you
This is a high-level position with global responsibilities, you are expected to be relatively autonomous as well as flexible in terms of travelling internationally to meet the various stakeholders.

Experience and technical competencies 

  • At least 5 years’ experience and success in engaging with bilateral and multilateral donors for an international agency;
  • University degree or equivalent in Business Administration, Economics, or International Development or other relevant experience. An Advanced degree is preferred
  • At least 5 years’ experience working in a fast-paced grants department with excellent knowhow of different contracting processes including grants, commercial contracts, cooperative agreements etc.
  • Excellent knowledge and experience in working with institutional donors i.e. DANIDA, EU, ECHO, BHA, FCDO, SIDA, OCHA, UNHCR & UNICEF, etc. 
  • Demonstrable experience working in business development in Somalia or any country in the EAGL;
  • Demonstrated ability to devise and implement resource mobilization strategies;
  • Proven ability to secure new business opportunities and partnerships;
  • Experience working with technical teams to develop program proposals that are funded by institutional donors;
  • Strong networking, representation, and negotiation skills; 
  • Superior computer skills;
  • xcellent verbal and written communications skills in English and preferably in French as well.

Languages: 

  • Excellent verbal and written communications skills in English 
  • Proficiency in French will be an added advantage

Conditions

Duration:    1 Year renewable subject to Performance and Funding.

Contract:    Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment Band Manager F
