Responsibilities
Specific responsibilities:

Directs and supervises the Finance Department and provides consistent leadership to department staff through regular meetings, effective goal setting, delegation and communication.

Conducts periodic training of the operation's employees on financial policies, procedures/tools and best practices.
-
Leads and participates in special projects that further the development of the Accounting and Finance Department.

Ensures that internal manuals and procedures (SOPs) are updated and aligned to new local and/or head office standards
-
Technical line of the operation's financial personnel
-
Responsible for the periodic review and update of BPO, Master Budget, Budget Monitoring tool among others.
-
Responsible, together with the operation's accounting coordination, for compliance with the accounting standards of the countries of operation.
-
Responsible for ensuring that accounting and financial information provided in tracking tools (i.e. Agresso) is updated in a timely manner.

Direct interface with financial entities with which NRC maintains relationships in the operation, including banks.

Responsible for ensuring the cash/financial flow of the operation.

Updates management, monitoring and financial analysis tools, ensuring that these are used widely in the operation.

Leads, together with the grants unit, the construction of budgets for new proposals.

Ensures that the financial reports of ongoing and/or closed projects are of high quality and that they are submitted on time as stipulated in each contract/project.

Participates in budget/proposal review meetings with donors as needed
-
Participates in the selection, implementation review and drafting process of agreements of/with implementing partners and consortium/alliance partners.

Supports other NRC operations in the region in their financial management/cash flow.
About you:
-
Minimum 3 years of experience working as a senior financial manager in a humanitarian / recovery context.
-
Professional in administrative sciences, economics, engineering or accounting, preferably with postgraduate studies in areas related to finance management.

Experience working in complex and volatile contexts.

Documented results related to job responsibilities

Knowledge of one's own leadership skills/profile
-
Solid knowledge of computer software and modern accounting systems.

Knowledge of own leadership skills/profile with ability to contribute to the development of the finance team
-
Knowledge and skills in cash-based interventions and financial service provider evaluations.
-
Fluency in English, both written and verbal.
-
Excellent Excel skills (macros)

Desired knowledge of Power BI and Agresso
Specific skills, knowledge and experience:
-
Experience with cash distribution systems in complex contexts is an advantage.
-
Experience with projects financed by institutional donors is an advantage.
-
Experience working with implementation partners
-
Knowledge of the INGO sector is an advantage
-
Knowledge of accounting/financial legislation and regulations in Colombia, Ecuador and Panama.

Proficiency in the use of accounting tools and knowledge of procurement management tools.

Teamwork skills.

Verbal and written communication skills.
What we offer:
- Type of contract: Long term National or International Contract. Start date: By February/March 2022
