Job Title: Retail markets’ assessment & performance

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The WFP uses cash transfers to empower people with choice to address their essential needs in local markets, while also helping to boost these markets.

Cash transfers has grown rapidly. In 2020, WFP transferred a record-high US$2.1 billion of purchasing power to people in 67 countries- up from US$10 million in 10 countries in 2009. Cash represents about 37% of WFP’s assistance portfolio, and come to enhance the flexibility, efficiency and beneficiary choice of the humanitarian assistance.

The Retail & Markets’ based Supply Chain Unit (SCOT), is responsible to establish and mainstream the organization’s policies, procedures and systems that promote sustainable retail and markets’ operations required to achieve Zero Hunger.

The consultant will contribute to SCOT’s above mandate and the creation of the necessary skillset in the organization. This includes provision of direct support to field operations for undertaking core processes, collect and analyse data, and formulate market improvement strategies.

 

 

 

ACCOUNTABILITY / RESPONSIBILITIES :

 

Under the direct supervision of SCOT’s Process team head, and in close collaboration with other relevant functions, the retail markets’ assessment & performance Consultant will be supporting SCOT’s process to:

 

• Assist in the ongoing Market Functionality Index (MFI) workstreams with VAM, including: the development of an all-inclusive MFI platform that accommodates the data collection, repository and analysis; the integration to the transfer modality- mechanism selection (TMMS) tool and roll-out; the externalization of the MFI as service for other UN agencies and/ or NGOS.

Provide technical assistance to CO operations, and empower field staff, in undertaking the MFI assessments and interpreting the MFI data to drive TMMS decision making and/ or identify retail capacity enhancement initiatives

• Provide technical assistance to CO operations in the management of retailers’ performance including analysis, support to revise standard criteria, training, and knowledge management

• Support the roll-out and technical developments of the corporate digital retail Contract Management System, including integration of the retail performance process 

Contribute to strategic SCOT reporting related to SC retail and markets activities, with particular emphasis in: 

  • Survey data for market assessments
  • Retailer performance monitoring and evaluation
  • SCOT Key Performance Indicators
  • Support other SCOT activities based on ad-hoc arising works.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

Education:

 

  • Master’s University degree in business, economics, statistics, mathematics, international development and/or related field

 

Experience:

 

  • Minimum 1 year of professional experience
  • Minimum 1 year of experience on assessments and related tools for data collection, analysis and reporting


Knowledge & Skills:

 

  • Strong computer skills (Microsoft Office package)
  • Experience in data collection, analysis, visualization and reporting also using interactive digital tools (familiarity with ROC, Tableau and DataViz is an asset)
  • Previous experience in retail, distribution and/or manufacture
  • Strong communication skills (structured presentation and oral articulation)
  • Experience working in a multicultural environment is an asset
  • Previous experience with WFP is an asset

 

Language:

 

  • Fluent written and oral communication in English as well as another UN language as minimum (Arabic, Chinese, French, Russian and Spanish)
