Under the guidance of the Chief of Field Office, Kananga Office (Level 4), and technical supervision of Supply unit Kinshasa the construction consultant will be responsible for the implementation of the office objective to build 72 classrooms with GPE and 192 classrooms with RR/Nexus including slight rehabilitation of schools and sanitation services with the support of FCDO funding for Grand Kasai region. Ensure building of quality schools and monitoring of all construction related activities for grand Kasai office including but not limited to the proper follow up on planning and implementation of the construction of classrooms for Grand Kasai projects.

The Construction consultant will be responsible for the development of the operational framework for the implementation of the Grand Kasai construction projects with respect to the following aspects: Feasibility, preparation of technical documentation, provide support in documentation for procurement of construction material, supervision of works, contractual management, and project implementation.


The consultant will also work closely with the Education team based in Kinshasa.

How can you make a difference?

Scope of Work:

  • Conduct site visits to all UNICEF school and community-based approach projects. Prepare and assess monitoring and evaluation reports to identify gaps, needs.  strengths, and weaknesses in construction.
  • Communicate with stakeholders on project feasibility and effectiveness.
  • Attend technical cooperation meetings, structure and conduct follow-up and coordination actions related to project implementation.
  • With the support of the construction contracting team. Contribute to the identification, evaluation and selection of technical partners, supplies, and equipment.
  • Actively monitor all construction sites through field visits and coordinate with education team to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Develop training and capacity-building materials for implementing partners (contractors, monitoring firms (companies, monitoring agencies, non-governmental organizations).
  • Participate in the development of relevant sections of reports (required for donors, management, annual reports, etc.)
  • Contribute to the development of technical and process innovations after evaluating current solutions and identifying opportunities for improvement. Education Programme management support, monitoring, and delivery of results
  • Oversee the implementation of school construction activities in Kasai province
  • Monitor and verify the optimum and appropriate use of resources (financial, administrative, and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Participate in construction meetings including programme development and contingency planning to provide technical and operational information, advice, and support to chief of Kasai office.
  • Participate in the preparation of plans and technical documents related to the future construction and administrative blocks based on the standards set by UNICEF CO
  • Plan the rehabilitation or reconstruction of latrines with reference to national standards and access for the disabled.

To qualify as an advocate for every child you will have…

A Bachelor-level degree or equivalent technical diploma (3 years study completed) in a field related to the duties, the combined with an additional eight (8) years of relevant professional experience may be accepted in lieu of an advanced university degree.

Disciplines: Civil Engineering, Building Construction (Engineer, Architect, Urbanism, Topography, etc..

Knowledge/Expertise/Skills required:

  • A minimum of eight years of professional experience in construction programme planning, technical and financial management
  • Experience in both development and humanitarian contexts is an added advantage
  • Experience in capacity building of contractors and local communities is an added advantage
  • Specialized training/experience in emergency response management highly desirable
  • Experience in UN contractual processes highly desirable.
