The UNICEF Seoul Liaison Office is part of UNICEF’s Public Partnerships Division, responsible for strengthening partnerships and relationship management with the Government of the Republic of Korea. The office works closely with the Ministry of Foreign Affairs, the Korea International Cooperation Agency (KOICA), the Korean Parliamentarian Friends of UNICEF, the Korean Committee for UNICEF, among other bodies.

How can you make a difference?

Under the supervision and guidance of the Public Partnerships Manager, the Public Partnerships and Communication Consultant will support the deepening of UNICEF’s collaboration with key stakeholders in the Republic of Korea, resource mobilization, communication, advocacy, donor visibility, and policy influence.

Description of Tasks

1. Partnership Management with ROK Government:

  • Assist with UNICEF’s strategic engagement with the Government of the Republic of Korea. Key tasks will include:
  • Undertake research on the Government’s Official Development Assistance (ODA) priorities, including tracking key policies and legislative actions

  • Analyze data regarding ROK’s support to UNICEF programmes

  • Support the team in broadening UNICEF’s partnership base, including conducting research on prospective new ROK-based partners

  • Support the management of UNICEF’s partnership with KOICA related to the KOICA Multilateral Cooperation Officer (KMCO) programme

2. Grants Management: Support the grants management work of the team, including the following tasks:

  • Assist with the creation and review of grants to ensure that all information related to the conditions of agreements is properly reflected

  • Assist in following up on disbursements from multi-year contributions, ensuring they are aligned with signed agreements

  • Review official receipts issued by UNICEF’s Finance office

  • Monitor timely submission of financial statements and reports

  • Review and quality assure amended grants to ensure that all information related to the conditions of any amendments/extensions are properly reflected

  • Assist with providing updates to UNICEF Headquarters related to ROK-specific contribution management data and metrics

  • Assist with preparation of monthly income updates

  1. Communication support: Provide support to the Communication Associate in leveraging online/social media outlets, producing press monitoring summaries, preparing quarterly newsletters, and producing other materials promoting UNICEF’s work. Assist with updating the webpages and internal intranet site of the UNICEF Seoul Liaison Office. Prepare presentations and other visibility materials, as required, and provide relevant English-Korean translations.

  2. Advocacy and Knowledge Exchange: Provide support to the team’s advocacy and knowledge exchange portfolio, including organizing advocacy events/campaigns, webinars, policy dialogues and technical exchanges between Korean experts and UNICEF staff, conferences, situational briefings, and partner meetings.

  3. Leadership Visits: Provide technical, operational and logistical support for UNICEF staff visiting Seoul, including drafting briefing notes and admin notes, arranging partner meetings, drafting invitation letters, translating materials.

  4. General Support: Provide other support as required by members of the team, including ensuring team records related to UNICEF’s partnership with ROK are maintained in an organized and discoverable manner.

 To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters or higher) in humanitarian development cooperation or another related field, including but not limited to the following fields: international relations, political science, health, education, business administration, international business, communications, or international development.

  • A minimum of five (5) years of experience in one or more of the following areas is required: public affairs, donor relations, government partnerships, health, education, programme management, resource mobilization, external relations, or other relevant areas. 

  • Fluency in English and Korea is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
