The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking a Consultant to support the preparation of the ASEAN Declaration on Digital Transformation of Education Systems in collaboration with the ASEAN Secretariat and the Philippines Department of Education. The Declaration will cover basic and higher education as well as TVET. The Consultant will be responsible for drafting sections of the Declaration related to basic education; and will work with experts on TVET and higher education to assemble a full draft of the Declaration. The consultant will also support and participate in various consultations with the ASEAN member states representatives and other stakeholders engaged in the Declaration preparation process.

The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking a Consultant to support the preparation of the ASEAN Declaration on Digital Transformation of Education Systems in collaboration with the ASEAN Secretariat and the Philippines Department of Education. The Declaration will cover basic and higher education as well as TVET.  The Consultant will be responsible for drafting sections of the Declaration related to basic education; and will work with experts on TVET and higher education to assemble a full draft of the Declaration. The consultant will also support and participate in various consultations with the ASEAN member states representatives and other stakeholders engaged in the Declaration preparation process.

Work Assignment:

  1. Undertake desk review of relevant papers to understand the rationale and context of the development of the Declaration.  For this task, the Consultant will focus on papers most relevant to the basic education sections of the Declaration. This will include reviewing the joint statement of ASEAN Ministers on the development of the Declaration, research papers on global and Asian status of education digitization, research papers on the impact of COVID-19 on education delivery and why the need to focus on digital learning and how. It may also include review of ASEAN countries’ existing plans for digital transformation, ICT in education policies or digital learning strategies. The ASEAN Secretariat (ASEC), UNICEF EAPRO and Philippines Department of Education (DepEd) will provide the Consultant with the most recent and relevant references from the EAP region. 

Deliverable: Brief analysis (15 - 20 pages) of the state of education digitization in 10 ASEAN Member countries and global directions. Number of days: 10

  1. Prepare Draft Zero of the Declaration. Based on the desk review, prepare draft zero on basic education that would include principles for consideration in the development of the declaration; list of data that may be required for the consultations; questions for the consultations; and key elements/outline of the Declaration. This zero draft will form the basis for the first consultation with relevant stakeholders. ASEC and DepEd will provide specific technical inputs into the Zero Draft on areas related to TVET and higher education. 

Deliverable: Zero Draft (expected to be between 5-7 pages in length). Number of days: 12

  1. Liaise with ASEAN Secretariat (ASEC) and Philippines Department of Education (DepEd) for the design of the first consultations with the stakeholders. Stakeholders may be divided into technical working groups (TWGs) by sector (basic, TVET, higher ed). The consultations will be organized and facilitated by ASEC and DepEd Phil through the designated Technical Consultant from the DepEd. The documentation of the discussions will be handled by ASEC.

Deliverables: Review and provide input into the design of the consultations including the objectives, proposed agenda, suggested key participants, expected outputs. Number of days: 3

  1. Participate in the 1st round of Consultations. Provide technical support during the consultations to the TWG on the basic education sector.  The consultations will be led and facilitated by DepEd.  The purpose of the Consultant’s attendance is to have a good grasp of the substance of the discussions in preparation for the zero draft declaration. DepEd may request the Consultant to clarify and respond to questions about the proposed zero draft outline. The documentation of the consultation will be handled by DepEd for the basic education TWG. All other consultations for TVET and tertiary will be handled by ASEC and DepEd Phil and the finalised outcomes will be fed to the consultant for inclusion into the document. The Consultant is not required to draft any content related to TVET or higher education. 

Deliverable: Brief note/report on Consultant’s insights generated from the consultations with the basic education sector TWG, providing key recommendations for the content of the declaration addressing basic education sector needs. Number of days: 3

  1. Prepare the first full draft of the declaration, updating the previously drafted sections on basic education, and incorporating inputs from the three TWG discussions (basic education, TVET and tertiary), in accordance with the final declaration outline. As stated earlier, content related to TVET and higher ed will be fed to the Consultant by ASEC and DepEd.

Deliverable:  First draft of the declaration paper covering basic education, TVET and tertiary. Number of days: 12

ASEC will organize the second technical meeting to disseminate and gather feedback on the First draft.

  1. Prepare the second draft of the declaration based on the second technical meeting organized by ASEC and facilitated by DepEd. The documentation of the consultation will be handled by ASEC.  The Consultant may be requested to attend the consultation.

Deliverable: Second/semi-final draft of the declaration paper covering basic education, TVET and tertiary based on the documentation of the second technical meeting. Number of days: 10

  1. Prepare final draft.  Based on the final round of comments following the second consultation, prepare the final draft to be tabled to the Ministers for final approval before the High-level meeting in November 2022. Finalize the draft once all comments (if any) from the Ministers are received.

Deliverable: Finalized Declaration. Number of days: 10

 

End Product(s):  Final Draft of the ASEAN Declaration on Digital Transformation of Education Systems in ASEAN member states.

Duration of Contract:  6 months: 1 April – 30 November 2022 (60 working days)

Working Location and Work Schedule:  The Consultant will work remotely in his/her own premises. The Supervisors and the Consultant will develop an overall Workplan based on the above work assignment. Consultant will prepare the monthly Workplans regularly and be paid based on the completion of the final deliverable outlined in the contract.

To qualify as an advocate for every child you will have…

Education:

  • Advanced University degree in one of the disciplines relevant to the following areas: Education, Economics, Digital Learning, International Studies, or a field(s) relevant to international development assistance.

Work Experience:  

  • Ten years of work experience, with minimum of 5 years of professional work experience at international levels on relevant Education programmes, social sector programmes or research.
  • Experience in working on digital learning programmes in any level of education is required, with experience in basic education particularly useful.
  • Experience in preparation of any education related declarations, commitment papers is an asset.
  • Relevant experience working in the UN, ASEAN or other international development organization is an asset.
  • Good understanding of the context of the Asian region is an advantage.
  • Ability to (i) work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines; and (ii) handle multiple tasks and deliver quality outputs even under pressure, is required.
  • Strong computer skills (word, excel, power point, outlook) are required.
  • Strong communication skills (both writing and speaking), especially the ability to draft analytical reports/
    documents, are required.
