Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic foot print in the host community and to other parts of the country.

Purpose of the Role

The Psychologist-GBV will be responsible for providing holistic psychological support services in response to the needs of GBV survivors, as well as supporting in the implementation of comprehensive case management services. Through supportive mentoring, the position will provide capacity development to IRC and partner staff to strengthen their technical skills on MHPSS. The position requires a personal commitment to advancing women's issues and working on behalf of women and girls in the host and the Rohingya community.She will participate in relevant coordination bodies in coordination with the WPE Coordinator.The position is based in Ukhiya and reports to the WPE coordinator.

Highlights of Key Responsibilities

DESIGNING, PLANNING & IMPLEMENTATION OF STRATEGIES:

·The position will provide professional psychosocial and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centered case management approach.

·Participate and support in building the capacity of staff and community-based groups to provide ongoing psychosocial support to emotionally distressed persons.

·Lead the setting up of the group counselling support in the WGSS.

·Assess the current GBV PSS support within IRC Bangladesh and identify gaps, duplications, challenges and best practices.

·Conduct field visits to monitor and support GBV PSS activities and interventions provided and support technical quality of programming by providing feedback and mentorship.

·Assist in developing budgets and proposals and ensure that proper personnel at the facilities are recruited.

·Identify evidence based psychological interventions to be introduced into the WPE programme .

·Develop a community PSS awareness package in coordination with WPE coordinator.

·Represent the project in the stakeholders’ meetings (community leaders, NGOs, UN agencies, community-based organizations) at field level to enhance cooperation and coordination and advocate with and/or advise peer agencies / local government to promote inclusive and high-quality PSS services.

·Other duties as assigned by the supervisor to enable and develop IRC programs.

INTERVENTION RESOURCE DEVELOPMENT:

·Carry out a review of existing resources on the provision of psychosocial support to women at risk of and survivors of GBV and MHPSS in humanitarian settings in general.

·Develop GBV PSS framework and module.

·Develop GBV PSS group guidance and tools for piloting in camp and host.

·Oversee the editing, translation, and design of the MHPSS resource package.

DOCUMENTATION AND REPORTING:

·Participate in preparation of internal and external reports, including submission of month reports to GBVSS.

·Promote the culture of learning and documentation so that lessons learned, and good practices are documented.

·Support the development of GBV PSS monitoring and evaluation tools and related activities for improving performance

·Working on donors’ reporting and support new business development and feed into proposals as appropriate.

·Ensure proper documentation of all trainings, completion and analysis of pre and post knowledge tests and on the job supervision checklists.
