Context

In 2010, Persons with Disability (PwD) represents 5.7% of the total population, most disabilities are acquired. PwD are illiterate (46.4%), especially women (53.6%) and face many constraints in the field of employment and income. 28.5% of PwD lived in extreme poverty before COVID, three times the national average. Data on HIV for 2018 shows a prevalence rate amongst PwD of 2.3%, four times the national average, with 1.7% among women. In the formal education system, there’s disparities in terms of access, especially for children and adolescents with disability and mainly in the quality of the service and the relevance of learning. PwD continue to be victims of poverty and social exclusion. Therefore, integrated approaches throughout the life cycle are needed so their Human Rights can be effectively taken into account and the risks of being left behind are reduced. In this context and taking into account the United Nations Disability Inclusion Strategy the Un Volunteer will contribute to develop further understanding/ awareness and mainstreaming of human rights of person with disability into JO’s activities.

Task description

Under the direct supervision of Programme Specialist for Education and Early Childhood Development the UN Volunteer will undertake the following tasks: - Assist in collecting and analyzing data on the implementation of the Person with disability Hu-man Rights in Cabo Verde; - Assist in other research and analytical tasks relating to disability and human rights as necessary; - Support the JO in mainstreaming persons with disabilities human rights in JO programs and plans; - Assist in preparing awareness raising material and knowledge management products; - Assist in organizing and participating in scoping missions, workshops and training sessions; - Support Monitoring and Evaluation of the JO AWP from a disability inclusion perspective; - Support data collection and contribute to the elaboration of Quarterly and Annual Report from a disability inclusion lens; - Provide advice and creative ideas on how to get children and young with disabilities voices and action for SDG’s. - Provide written analysis and summary on political, social economic sector developments in Cabo Verde, focusing on disability and Human Rights. - Contribute to the maintenance of relationship with government and other partners through sharing relevant information upon and attending relevant meetings upon request. - Give presentations and conduct outreach activities about disability inclusion as required (e.g. in schools). - Contribute to boosting UNCT Task Force on Disability Inclusion, coordinated by JO.
