The focus of UNICEF’s flagship report State of the World’s Children in 2022 will be on immunization, including an emphasis on describing the characteristics of children who are unreached and underserved with vaccination and other health and social services. Part of UNICEF’s work on immunization includes in-depth analyses of data from household survey programs such as the Demographic and Health Surveys and the Multiple Indicator Cluster Survey to gain a better understanding of populations of children who are missing out on routine immunization services. This consultancy will contribute to UNICEF’s immunization analyses and to the State of the World’s Children report.

BACKGROUND

UNICEF plays a leading role in the development of statistics and analyses on child immunization coverage levels and trends. The focus of UNICEF’s flagship report State of the World’s Children in 2022 will be on immunization, including an emphasis on describing the characteristics of children who are unreached and underserved with vaccination and other health and social services.  Part of UNICEF’s work on immunization includes in-depth analyses of data from household survey programs such as the Demographic and Health Surveys and the Multiple Indicator Cluster Survey to gain a better understanding of populations of children who are missing out on routine immunization services.  This consultancy will contribute to UNICEF’s immunization analyses and to the State of the World’s Children report.

Terms of Reference / Deliverables

(In close collaboration and working with the Senior Advisor, Health and HIV, the Consultant will support the Health and HIV Team to support UNICEF analyses on the characteristics of zero dose children for UNICEF programming and coordination with GAVI on priority actions for reaching underserved children.  To prepare an analysis and write up on zero dose and under vaccinated children for inclusion in the State of the World’s Children 2022 report on immunization.  Specific tasks include:

  1. Preparation of a draft report based on analysis of MICS and DHS surveys, focusing on an analysis of immunization data by a set of stratifiers (e.g., wealth quintiles, urban/rural residence, women’s empowerment, ethnicity, sex of the child, subnational regions).
  2. Revision of the draft report with additional analyses and data visualizations for inclusion in UNICEF’s State of the World’s Children 2022 that is on immunization.
  3. In-depth equity analyses of 35 MICS surveys (from 2017-2021) focused on the immunization data (7 different antigens by 11 stratifiers), including preparation of estimates (point estimates, standard error, 95% confidence interval, and weighted and unweighted sample size), quality assurance of the data, and preparation of additional equity analyses (e.g., slope index of inequality and concentration index with standard errors).

Qualifications

(1) Education

  • An advanced degree in public health, statistics, epidemiology, or a relevant field.

(2) Work experience

  • 10 years of work experience at the national or international level in statistical data analyses, equity analyses, and working with large data sets
  • Extensive experience using statistical software such as STATA, SAS, R
  • Extensive experience undertaking equity analyses including double disaggregations
  • Extensive experience analysing large data sets coming from household survey programs such as the Demographic and Health Surveys and Multiple Indicator Cluster Surveys.

  • Strong organizational, planning, and analytical skills
  • Good judgment, initiative, high sense of responsibility, tact and discretion
  • Excellent written and verbal communication in English
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Requirements

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference 
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
