CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI/WJCF programs, supports government initiatives on Tuberculosis, HIV/AIDS, Hepatitis-C, cancer, immunization, and health financing. Additionally, CHAI/WJCF supports many state governments on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anemia, diarrhea, and pneumonia, and helping increase access to quality family planning services. 

 

Context and Requirement

 

The National Centre for Vector-Borne Disease Control (NCVBDC) oversees prevention and control of vector borne diseases (Malaria, Dengue, Chikungunya, Lymphatic filaria, Kala-azar, Japanese encephalitis) under the umbrella of the National Health Mission (NHM).  The directorate ensures program implementation and strategies for all the six vector borne diseases and provides overall guidance to the states in carrying out the programmatic activities as per the national mandate and periodic reviews of the programs and project implementation plans.


A Technical Officer is proposed to support the Director’s office at NCVBDC to support technical assistance and regular coordination between various program verticals and MoHFW and the Directorate of Health Services. The Technical Officer will support the Director NCVBDC on regular day-to-day activities for smooth coordination and implementation of VBD programs and activities.


The position offers an opportunity to participate in the process of strengthening health systems through program assistance at the national level. With guidance of the Director, the individual will contribute, adapt, and disseminate solutions to multiple challenges related to planning, implementation, service delivery, procurement, resources and supervision to ensure the quality of care across VBDs portfolio.

Responsibilities
  • Provide support to the Director in the overall disease surveillance, supply chain management, integrated vector management and technical guidance and program implementation as required and specified
  • Consolidate and update/undertake programmatic data documentation and analysis to forecast trends and diseases patterns, mapping of hotspots and other disease program indicators to inform required changes in overall program planning and implementation.
  • Under guidance of NCVBDC and program leads, review existing M&E systems, surveillance tools and indicators in use by the government and relevant partners; identify sources of data available and flow of information.
  • Support NCVBDC in developing a comprehensive calendar of events for VBD activities at the national as well as the state level.
  • Regular follow up with VBD departments and states on programmatic priorities.
  • Support/facilitate inter-sectoral coordination/convergence for effective delivery of programs and operations within NCVBDC, NCDC, Directorate and Ministry of Health.
  • Prepare reports, notes, technical briefs, and advisories under the guidance of the Director.
  • Undertake any other duties as requested by the Director NCVBDC.
Qualifications
  • Bachelor of Medicine Bachelor of Surgery (MBBS) preferably, an advanced degree in public health or public health administration will be an asset
  • At least three years of post-qualification experience of managing public health programs
  • Possess Project Management skills
  • Demonstrated experience in managing and executing public health services/activities with a clear stakeholder management at district and state level
  • Experience in program documentation and data analysis
  • Sound analytical skills, communication and presentation skills, and interpersonal abilities
  • Excellent oral and written communication skills in English
  • Proficiency in computers, familiarity with commonly used Windows, MS Office software and software packages
  • Demonstrated ability to work in a multi-disciplinary team environment and willing to travel, as per the request
  • Strong advocacy and networking skills
  • Willingness to travel to states for programmatic reviews and coordination as per the directions of Director NCVBDC
  • Experience of working with Centre/State/UT health departments
