Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections of nuclear facilities in over 180 States; and technical staff, responsible for a wide range of activities including\: developing concepts, approaches and methods for implementing safeguards; designing, developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, processing, evaluating and analysing safeguards-relevant information; and providing information and communication technology infrastructure and services. In addition, the Department benefits from staff providing support in the areas of human resources, finance, communication and administration. 

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process. 

 

Main Purpose

 

Reporting to the Team Leader, the Statistical Data Analyst works as part of a team providing quality findings as input to Departmental evaluation activities. The Statistical Data Analyst performs analysis on the results of measurement data collected during inspections at nuclear facilities, comparing this with information submitted to the IAEA by States. This involves interesting and challenging data analysis, the design and implementation of statistical models and methodologies, and the preparation of recommendations and reports.

 

Role

 

The Statistical Data Analyst is a specialist in analysing and validating complex data using a variety of tools and techniques. He/she is an important collaborator in the process of evaluating States’ compliance to their agreements with the IAEA by performing data evaluations related to nuclear materials, identifying inconsistencies, and recommending follow up actions.

 

Functions / Key Results Expected

 

Conduct analysis of incoming data from a variety of sources, such as States’ nuclear material accounting reports and data collected by nuclear safeguards inspectors during inspections and visits to nuclear facilities.

Verify the quality of data by checking for accuracy, consistency and completeness and conduct follow up actions to resolve issues or inconsistencies.

Evaluate and compare collected data using modelling and statistical evaluation tools to identify, analyse and interpret trends and patterns in complex datasets.

Deliver value-added actionable findings and recommendations to collaborators as a key input to the annual reporting process.

Collaborate with stakeholders to improve data flows and data quality, including providing guidance to enable the optimization of infield data collection activities at nuclear facilities.

Implement and maintain Near Real Time Accountancy (NRTA) systems for specific nuclear facilities and interpret the results.

Contribute to developing and improving statistical methods and quantitative models for analyses and data modelling, including prototype development.

Contribute to continuous improvement initiatives by participating in the development, testing, implementation and management of statistical databases.

Accompany nuclear safeguards inspectors during infield visits to nuclear facilities as a subject matter expert in statistical analysis for accounting and measurement data.

Deliver training or presentations at conferences, seminars and training programmes.

Qualifications, Experience and Language skills

 

Bachelor's Degree - University degree in mathematics, statistics, engineering, physics, chemistry, computer science or a related discipline.

Minimum of five years of relevant working experience as a statistical data analyst contributing to core business objectives and producing analytical reports.

Experience in software development or maintenance, in particular for mathematical/statistical, scientific, and/or data visualization applications an asset.

Experience related to the analysis of nuclear fuel cycle metrology an asset, but not essential as training will be provided.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26331, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
