Background:

Under the direct supervision of the Senior Project Officer and overall supervision of Project Co-ordinator, the incumbent is responsible for the formulation and implementation of the economic and environmental work in conformity with the directives of the Secretariat in Vienna, including project development, assessment and management, implementation of activities in support of OSCE Ministerial and Permanent Council decisions, identification of local stakeholders for OSCE events, representing OSCE at regional and national events. Under the direct supervision of the Senior Project Officer, the incumbent is responsible for the successful implementation of joint projects with the government and NGO partners, including project identification and development. He/She conducts research and prepares written analysis on economic and environmental issues.

 

Tasks and Responsibilities:

Under the direct supervision of the Senior Project Officer, the incumbent carries out the following duties:

Project development and implementation

  • Implementing and coordinating projects and other project activities relating to economic and environmental issues;
  • Establishing and maintaining contacts with the relevant government officials and institutions; providing support to the government in the implementation of projects relating to economic and environmental dimension activities;
  • Analyzing and identifying urgent project requirements of the country not addressed by other agencies; formulating proposals for those strategic priorities in consultation with the Senior Project Officer;
  • Designing project proposals, contributing to fundraising efforts and implementating of projects approved; negotiating the initiation of project activities with potential project partners and donors;
  • Co-ordinating project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; drafting comments on designated aspects of project progress and inputs to project monitoring; drafting project revisions, including adjustments to individual project budgets on the basis of changed work plans;
  • Preparing correspondence, organizing official visits, conferences, workshops and meetings;
  • Facilitating technical support to the government from expert institutions in consultation with the Senior Project Officer, the OSCE Secretariat and in co-ordination with international institutions, regional organizations and others;

 

Reports on Economic and Environmental Dimension issues

  • Based on a thorough evaluation and analysis of the respective sector, preparing ad hoc reports, overviews and analytical material for the Senior Project Officer, the OSCE Project Co-ordinator in Uzbekistan, the Leadership of the organization and the Uzbek Government;
  • Preparing periodic reports to the Senior Project Officer, the OSCE Project Co-ordinator in Uzbekistan, the OSCE Secretariat and the Uzbek Government on the progress of project implementation;
  • Providing input to the monthly activity report;

 

Representation functions.

  • Representing the Senior Project Officer at specific local, national, regional conferences and events as required;
  • Attending local and international conferences – as speaker, if circumstances require - with representatives of Ministries, political parties, international agencies, academics and experts.

Advisory functions

  • Providing expert support to the Senior Project Officer, the OSCE Project Co-ordinator and local partners in Uzbekistan as required.
  • Carrying  out other related tasks as assigned.

 

Minimum Qualifications:

  • University Degree in Economics (or relevant field). Knowledge of Uzbek economy and environmental situation and international environmental conventions.
  • At least 4 years of relevant professional experience in a senior position, in either research, academic, government, international organization or private sector institution dealing with economic and environmental issues.
  • Experience in project management, development and implementation.
  • Experience in supervising joint international and national (government and/or NGO) projects.
  • Experience in consulting and negotiating with high-ranking government representatives.
  • Contacts and credibility within government circles, academia and international partner institutions highly desirable.
  • Demonstrated ability and willingness to work as a member of team, with people of different cultural and religious background, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Professional fluency in English, Russian and/or Uzbek languages.

 

Remuneration Package

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
