About the Trust Fund for Victims
The Trust Fund for Victims (“TFV”) of the International Criminal Court (“ICC”) helps survivors and victims of the gravest human rights violations to live a life with dignity, hope and choice. Our teams work for and with victims in ICC situations and their families to deliver vital programs such as: mental health care, physical rehabilitation and material support, and to provide assistance through life-changing programmes, following a Court order for a  reparations award against a convicted person. Our work is only possible with the generous voluntary donations from both, public and private donors. The ICC’s Member States, who share our mission to realize the rights and needs of victims, are our staunchest supporters.

About the Secretariat of the Trust Fund for Victims
The TFV has a Board of Directors and a Secretariat led by an Executive Director. The Secretariat of the TFV was established by the Assembly of States Parties to provide the necessary assistance for the proper functioning of the Board of Directors in carrying out its mandate. Currently, the Secretariat’s 28  staff members are  deployed on mission either at the seat of the Court in The Hague (Netherlands) or to ICC Country Offices.


Duties & Responsibilities 
The Executive Director of the TFV is responsible for planning, managing and coordinating the  Secretariat’s activities in The Hague and the Country Offices. The Executive Director operates under full authority of the Board in matters concerning its activities and for the delivery of his/her work, for the Fund, and acts under the authority of the Registrar of the Court for certain administrative and legal matters and in coordination with the Registrar on matters where the Secretariat requires the support of the Registry. 

The post holder is responsible for the efficient and meaningful delivery of reparative values to survivors and victims of some of the most severe forms of violence. Through the exercise of strong leadership and efficient and effective management, the Executive Director ensures meaningful impact and results from the investments of investors to the Fund. Core responsibilities include to:

1. STRATEGIC LEADERSHIP

  • Work with the Board of Directors of the Trust Fund to define and implement  the Fund’s strategic actions on procedural and substantive issues, relating to the management and oversight of the Trust Fund and the effective and efficient implementation to its activities and projects;
  • Convene and support the Board and other key partners  to plan and execute a resource mobilization strategy;
  • Align and coordinate the strategic plan of the TFV with the Court’s strategic plan.


2. FINANCIAL MANAGEMENT AND OVERSIGHT

  • Financial management and oversight of all aspects relating to the Secretariat and the resources of the Trust Fund, including:
    • Devising multi-pronged and comprehensive fundraising strategies;
    • Providing strategic and operational support, in consultation with the Registry, to the priorities identified by the Board and the implementation of Chamber’s orders (including individual and collective reparations awarded by the Court);
    • Undertaking initiatives to improve products, performance and impact of investments, through evidence based decision-making;
    • Overseeing of funds allocated to intergovernmental, international or national organisations;
    • Managing preparation of the Secretariat’s draft annual budget and reports to the Committee on Budget and Finance of the Assembly of States Parties and the External AuditorAudito

 

3. PROGRAMME DEVELOPMENT

  • Ensure institutional strategy and programme alignment, and  ensure a clear connection between projects, initiatives and vision; 
  • Through its programmes, services and products, develop  the role of the Fund in the landscape of the Rome Statute system regarding the rights of victims, and in the development, humanitarian and human rights fields;
  • Lead the development of initiatives to conceptualize, measure and communicate impact of programme strategy.


4. STAKEHOLDER RELATIONSHIP MANAGEMENT
Under the strategic oversight of the Board:

  • Build mutually beneficial partnerships and alliances at the community, local, national and global levels with, among others, States’ representatives, intergovernmental, international and national organizations and the private sector, sustaining existing relationships and creating new and bold models of partnership; 
  • Represent the Board and the Secretariat to attract and retain donor relationships and build support for and increase financial contributions to the Fund;
  • Participate, influence and lead in important decision-making spaces related to the Fund’s strategies;
  • Develop connections and relationships with high profile stakeholders in line with the strategic framework; 
  • Collaborate with the Board and contribute to a successful relationship, ensuring adherence to best governance practices.

 

5. SECRETARIAT’S MANAGEMENT

  • Direct and manage the programmes and activities of the Secretariat, including:
    • Submitting proposals to the Board of Directors relating to the activities and projects of the Trust Fund;
    • Submitting projects, observations or other communications to Chambers;
    • Where appropriate, seeking legal opinion or advice on issues relating to reparations and the functions, structure and activities of the Trust Fund and its Secretariat; 
    • Providing oversight and ensuring accountability, alongside the Board, on all aspects of organizational performance;
  • Recruitment and management of personnel;
  • Administration of the budget, records and premises of the Secretariat; 
  • Establishing guidelines and procedures; 
  • Planning and organizing meetings of the Board of Directors and liaising with the Registrar;
  • Modelling, leading and strengthening an inclusive, empowering and diverse leadership standard.

 

6. COMMUNICATIONS

  • Direct the formulation and execution of the Trust Fund’s public information and outreach activities to ensure effective communication and visibility of the Fund’s work, in coordination with the Registry, including:
    • Effectively communicating  the Fund’s strategy and vision to mobilize support and inform dialogue;
    • Building the profile and reputation of the Fund;
    • Developing the Fund´s presence in the ecosystem at key fora and in the media.
  • Perform other duties as required.
     

Essential Qualifications
Education:
Advanced university degree in international relations, humanitarian aid, public or business administration, management, international development, law or any other related field. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.


Experience:
A minimum of fifteen (15) years with the advanced university degree or seventeen (17) years with a first level university degree of progressively responsible professional experience in general administration or management, including financial management and implementation of large scale assistance or humanitarian projects, preferably at the international and/or national level. Experience in fundraising is desired.

Knowledge, skills and abilities:

  • Knowledge of donor landscape, States Parties to the ICC, situation countries, civil society partners  as well as a deep understanding of the realities and experience of working in the field;
  • Experience and knowledge in administrative and programmatic areas in managing large-scale funding programmes; 
  • Strong demonstrated expertise in devising, implementing and reporting on large scale assistance and humanitarian programmes/projects;
  • Excellent analytical skills in monitoring and evaluating programme/project implementation;
  • Strong demonstrated written skills with emphasis in report writing;
  • Excellent diplomatic and political skills and ability to relate with stakeholders at all levels, in particular in finalizing and reviewing project proposals in light of the socio-political reality of the environment;
  • Excellent communication skills, both written and oral, in particular when advocating for the Fund and for the victims, facilitating meetings, presenting to large audiences and interacting with stakeholders within a multicultural environment in general;
  • Excellent negotiation skills, in particular in fund raising and mobilizing partners;
  • Strong leadership skills in both mobilizing partners as well as in leading and organizing the work of the Secretariat in the most efficient way;
  • Adaptability and team spirit;
  • Professional and personal integrity.


Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required, and working knowledge of the other language of the work is desired. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

Selection to this position will be made through a competitive process led by the  Board of Directors of the Trust Fund for Victims, with the assistance of the Registry of the International Criminal Court.
