Expected duration

• The duration of this Consulting Services will be till end of 2022 and is extendable upon performance and funding availability, This position will be placed in ICID- HQ (Amman), with travel to UNRWA's area of operations, as required.
• Remuneration for this consultancy will be 1840.8 JOD (equivalent to 2600 USD/month), all inclusive.

Duties and Responsibilities

The duties of the Camp Improvement Officer shall cover the following activities:
1. Supports the urban and social planning processes in camp improvement carried out by the Fields by guiding and providing support in conducting different required surveys and studies while preparing Camp Improvement Plans (CIPs) and ensures that the planning process is participatory, addressing the refugee needs in order to durably improve the living conditions in camps based on the holistic, participatory, community driven and integrated approach to camp improvement.
2. Assist Infrastructure and Camp Improvement Programme, UNRWA, HQA in monitoring the CIP Projects in Fields and in meeting its reporting obligations to KfW and to ensure that activities are in line with the Camp Improvement Manual and other relevant guidelines
3. Oversee and provide support in conducting training programmes in the areas of planning and design to build capacity among camp improvement staff and community members.
4. Review and assist in preparing relevant reports related to Camp Improvement Plan, facilitate and coordinate with the different field offices (Lebanon, Jordan, and Gaza) for their timely input for the elaboration of reports; compile needed information and in case of inconsistencies, request clarification to the fields.
5. Supports in implementing shelter rehabilitation including the implementation through the Self-Help Approach, ensuring that shelter rehabilitation works are in line with UNRWA process, guidelines and standards Also provides support in rolling-out grievance processes related to shelter rehabilitation.
6. Supports the Fields in the formulation of sound solutions for shelter and housing projects linked to the overall master plans of the camps.
7. Conduct regular monitoring site visits to the individual project sites in camps in Fields, as required
8. Performs such other duties as may be assigned in relation to REPAC programme and Camp Improvement Planning and works.

Qualifications/special skills

Competency: • Excellent technical skills in urban and social planning
• Excellent communication and presentation skills
• Excellent report writing skills.
• Ability to establish and maintain effective working relations with staff and outside collaborators including community.
• Ability to follow up on issues actively.
Academic Qualifications: • University degree in urban planning or regional planning or urban development or urban studies or similar with special emphasis on the application of urban analysis, community participation and methodologies related to community and urban development.
Experience: • At least 6 years of relevant professional experience in the field of community development, urban planning, and social-economic infrastructure.
• Experience in conducing GIS analysis and data analysis using statistical tools/software
• Excellent command in written and spoken English and Arabic.
• Acquaintance with environmental and social risks related to interventions.
• Experience and knowledge of KfW's financial cooperation procedures is desirable
