Background Information - Job-specific

The Information Systems officer will support the country office to harness the power of information systems and technology to support UNICEF Programme and digital innovations in development and humanitarian contexts, lead and support in the innovative use of technology as well as improving digital programme efficiency and effectiveness,  S/he will provide technical guidance in piloting and scaling technology, systems and tools that empower young people and communities to make data-driven decisions, strengthen value chains, improve access to UNICEF essential services, promote entrepreneurship and financial inclusiveness, and facilitate accurate, real-time information
The incumbent will work closely with Head of ICT to provide technical support to programme sections, implementing partners, government and other relevant stakeholders in the deployment, revitalization and/or maintenance of UNICEF-supported technology for programme initiatives

Functional Responsibilities

  1. Provides business analysis, systems analysis, and solutions design to identify the right architecture and technology:

    • Support Head of ICT in providing support and technical assistance to the country office in the identification, selection, concept design, deployment and sustainability of technology interventions to address bottlenecks towards the achievement of programme results

    • Support Head of T4P/ICT with with field product and service development and implementation for field-oriented digital innovation and T4D projects and initiatives to support delivery of programme results, including the following: support with product and project management, support with business case development, support with the technical requirements development, vendor management, technical documentation and guideline development

    • Research and Analysis: Collect data, undertake analysis and prepare reports on existing initiatives and solutions; capture lessons learnt from various programmes; and share resources available 

    • Develops, implements, and maintains system documentation and source code to ensure compliance with UNICEF policies and standards

    • Assist Head of T4P/ICT identifying benefits, risks, and alternatives in proposed system designs and their impact on the interface with other systems

    • Supports the system development, programming, testing, debugging and implementation of new applications and systems and customizing existing applications, in accordance with global policies and guidelines

    • Support projects teams to collaborate on user stories, system requirements, and translate those into functional and technical specifications

    • Support agile and human/user-centered design methods to enable user-acceptance testing, evaluation, documentation and analysis

    • Proactively interacts with colleagues, users and user groups in establishing systems/solutions requirements and proposes them the concerned development entity (ICTD, external vendors, etc), provides training on new systems and applications and monitors optimal utilization



  1. ICT-development 

    • Development when required for certain applications using any of the following languages js, jquery, c#, php, or “other similar languages

    • Support when required developing and managing workflows and APIs for integration into web applications

    • Assist in the identification, extraction, preparation of data originating from several online and Microsoft office solutions (UNICEF insight, sql-based databases, excel, access)

    • Assist the development of scripts and various programming tools for data preparation and loading into corporate business intelligence solutions


  1. Contracts and project management : assist programme and operations teams in the management and monitoring of 3rd party ICT development vendors and contractors:

    • Based on identified user and business requirements develops required technical specifications and statements of work for 3rd party software development vendors and contractors

    • Support Head of T4P/ICT to oversee  and manage  development, testing and implementation of new software and/or enhancements by 3rd party developers and contractors

    • Coordinates and oversees user acceptance testing

    • Support programme team managing ICT companies’ contracts

    • Assist in developing terms of references (TOR) for engaging vendors, service providers and consultants

    • Assist on contractual process, evaluations and selections

    • Assist in developing project plans for technology innovation initiatives

    • Support in managing the ICT development vendors contracts

    • Support Head of T4P/ICT in monitoring the progress of T4D projects, take appropriate control and corrective measures


  1. Capacity building

  •        Leads the creation and management of a community of practice around the use of the identified digital innovation, T4D solutions and relevant technologies Facilitates organization of trainings, webinars, and knowledge-sharing initiatives to enhance awareness of the developed solutions and initiatives to further promote their take up .

  • Build capacity of programme staff in utilizing and administering T4D tools such as mobile-based system for real-time information, BI tools, data visualization and analysis, among others

  • Liaises with the regional office sections, programme sections and other stakeholders to identify and document requirements for development of knowledge management solutions on SharePoint and other existing UNICEF knowledge management platforms

  • Support counterparts and implementing partners to build capacity and nurture independence


  1. Enable continuous operation of ICT infrastructure and accessibility to ICT services and solutions:

  • Support when needed in escalating ICT incidents or problems to UNICEF headquarters

  • Support when needed the office business continuity plan

  • Participate in inter-agency events, meetings or discussions to present UNICEF ICT interests, priorities and position

  • Liaise with regional office, UNICEF headquarters to keep abreast of new initiatives and opportunities to innovate and modernize office operations and to contribute to the collective ICT evaluation

  • Assists with the rollout and ongoing support of corporate UNICEF software solutions to automate and simplify business and office processes

  • Analyze technical issues and suggest solutions

Education/Experience/Language requirements

  • A first University degree in computer science, software engineering or information technology management is required

  • At least 2 years working experience in software development project management methodology and frameworks

  • At least 2 Years working experience in database design

  • Knowledge of GDPR and data protection

  • At least 2 years working experience  business Analysis, process engineering, design, and documentation

  • At least 2 years working experience in Agile methodology, Scrum and XP in specific

  • Experience in different tools for data analysis

  • At least 2 Years experience programming in any language  

  • Experience with web-based technologies and API’s is preferable

  • Working experience in hybrid background combining technical skills, strong conceptual ability to integrate the capabilities of available technology, the organizational needs and functions that technology must support

Certification:
  • Certified in any well knowing system/business analysis certifications - Required

  • Certified in any programming language  - Required

  • Desired to have a training and Knowledge with SDLC (software development life cycle)

  • Proven ability to interact diplomatically with high level officials, as well as experience working directly with community-level partners - Required

  • Must have strong skills in business analysis and technical project management.  Good written and oral communication skills are a must.  Presentation skills are an advantage - Required
