ABOUT THE JOB

Based in DRC operational region (East, West, Center or South) and reporting to the Area Program Manager, the Economic Recovery Manager will provide overall leadership, technical expertise and management during the implementation of the Economic Recovery program activities. The DRC’s Economic Recovery (EcRec) programming relies on a market-based approach to the greatest extent possible – meeting the urgent priority food security and livelihood (on/off farm) needs of displaced populations without compromising existing market structures and mechanisms as well as looking towards future livelihoods development opportunities

By working closely with the Economic Recovery Coordinator and the technical specialists within the EcRec sector, the Economic Recovery Manager will play a key role in the oversight and quality implementation of the economic recovery and development portfolio.

The Economic Recovery Manager will be responsible for the implementation of the activities under his/her remit while maintaining a strong emphasis on providing technical support and coaching to ensure successful and quality implementation of programmatic activities and will be responsible for oversight of staff capacity building

The Economic Recovery Manager has an area-based focus for the overall management of Economic Recovery portfolio and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to operations. In addition, the Economic Recovery Manager is in charge of the following:

Responsibilities:

Technical Quality & Program Strategy Development

  • Manage DRC Economic Recovery programming portfolio in designated region, including Food Security, Market Based Program, Livelihoods (on and off-farm), Economic and financial inclusion and resilience building
  • Provide technical and management support to Economic Recovery team on CVA (conditional and unconditional), Food Security, livelihoods programming
  • Work alongside the Economic Recovery Coordinator and technical Specialists to develop the sector strategic direction and plans including expanding economic programming based on needs of target populations in Afghanistan.
  • Cash and voucher Assistance (CVA), business training and MSME development, business grants, life-skills training, vocational training and other activities depending on active grants.
  • Ensures compliance to DRC procedures and guidelines in line with the area and country strategy and operations.
  • Provide vision, leadership and direction to DRC Economic Recovery team in region as well as overseeing the administration and implementation of the grants, personnel and M&E
  • Ensure Economic Recovery Program Integration with DRC’s other sectors including Emergency, Protection, Humanitarian Disarmament and Peace Building (HDP) for a multiplier impact .

People management

  • Ensure positions are staffed and projects are on track, timely reporting challenges and escalating issues to the relevant focal points
  • Lead and manage the sector team (including people planning, performance, well-being and development
  • Build the capacity of and supervise members of the Economic Recovery team with specific technical expertise in relevant areas (cash, vouchers, enterprise/employment development) to meets technical program needs and ensure implementation according to agreed standards, SOPs (FSAC, Livelihoods Cluster, CWG and humanitarian principles).
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process

Program management

  • Management of DRC Economic Recovery portfolio in the area in line with project’s objectives, targets, indicator and timelines
  • Oversee programme quality of current and proposed projects
  • Approve spending on allocated program lines and ensure accurate budget management and oversight
  • Ensure compliance of current & proposed projects within scope of DRC programme department
  • Accountable for programme progress against targets and quality
  • Develop clear lines of communication between project staff, support service staff, other humanitarian partners and authorities

Monitoring, reporting and development

  • Ensure accurate and timely internal and donor reporting
  • In close coordination with Emergency Manager and Emergency Specialist, develop program monitoring tools
  • Conduct quality control and site monitoring to ensure that services provided are according standards
  • Ensure Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Continuously update project documentation and files
  • Explore new business and partnerships within the area of implementation
  • Work closely with Emergency Manager, Area/Base Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems
  • Coordinate DRC's Emergency response with the other sectors operating in the area, including protection, FSL and WASH
  • Ensure integrated and area-based approach to the humanitarian response, geographically and by sector, as appropriate

External coordination and representation

  • Participate in relevant coordination meetings and represent DRC in relevant humanitarian coordination fora, engaging with UN & NGO counterparts and proactively seeking to shape agendas in line with DRC and humanitarian priorities.
  • Represent the programme to partners and authorities in a way that boosts DRC's profile and portfolio.
  • Represent DRC to relevant national authorities, upholding DRC mandate and promoting the organization’s objectives at all times
  • Represent the emergency program with other humanitarian actors and relevant humanitarian coordination mechanisms
  • Share relevant project information with stakeholders, in line with DRC data protection policy

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • At least 5 years' experience in a project/ program management role (experience in emergency and general food distribution is a must)
  • At least 3 years' experience with people management
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.
  • Calm and diplomatic in nature.
  • Ability to produce timely and high quality reports
  • Full professional proficiency in English

Education/qualifications:

  • Degree or Diploma or closely related Degree

Languages:

  • English – fluent
