Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

Main Purpose

Reporting to the Deputy Director General, the Management and Resource Coordinator (NE) provides strategic advice on departmental resource requirements, plans and ensures availability of financial, human and material resources to support Departmental operations, ensures consistency in applying IAEA’s policy and alignment of activities and processes, leads discussions on collaboration and funding programmes, and promotes the diversity of MP1 programmes. The incumbent ensures coherence in forecasting, performance monitoring, planning, and coordination of activities related to management and resourcing activities, including innovative, effective, and efficient donor relations management.

Role

The Management and Resource Coordinator (NE) is\: (1) an advisor, providing MP1 programme managers and the Head of the Department of Nuclear Energy (DDG-NE) advice and guidance in the formulation and execution of resource planning strategies (2) a planner, leveraging analysis into concrete proposals fostering cross-divisional work in the area of resource planning, mobilisation and reporting ensuring resource allocation to all programmatic activities (3) an analyst and facilitator, reviewing and analysing complex information from a broad range of sources and communicating concise useful conclusions (4) a coordinator of financial and human resource oversight and support activities related to departmental programmatic activities funded from extrabudgetary resources, (5) an advocate, representing the views and needs of the Department to the managerial services and an approving/certifying officer within delegated authority.

Functions / Key Results Expected

Provides expert advice to the DDG-NE and departmental senior management on resource planning for the effective fulfilment of the programme implementation. In cooperation with managers plans and forecasts staffing, financial, operational and technological requirements of the Department.

Effectively lead, coordinate and direct all aspects of the Department’s resource management to achieve MP1 programme work plan. Take lead in securing the required human, financial, logistical and technological resources to achieve the programme goals, as delegated by the DDG-NE.

Prepare analytics and periodic reports on the resource implementation and forecasting activities, identify achievements and issues of concern for senior management and Member States.

Lead the development of resource mobilisation strategies and implementation of NE resource mobilisation efforts in support of MP1 in close coordination with departmental managers. Identifies opportunities to promote innovative resource mobilisation approaches. Ensure effective development operations and drive fundraising best practices by creating systems tools and processes, including donor prospecting, moves management and tracking/reporting
Liaise with Member States, other traditional and non-traditional donors to negotiate financial and in-kind support to Departmental statutory activities. Coordinate and work closely with Senior Coordination Officer (Programme and Partnership) DGO, MTBF, Legal Office and MTHR and other Secretariat staff. Foster team culture across the entire organization.

Represent the Department in interdepartmental working groups and bodies on resource planning and reporting. Provide advice and substantive input on a large spectrum of human resources matters, including succession plans, systems and/or processes for resource management, and other related activities.

Support to DDG-NE in preparation of official documents and reviews for the policy making organs, briefs, speeches, presentations, position papers, and in the collection and analysis of information for the preparation of special studies as required.

Lead or participate in change management and process improvement initiatives with a view of identifying and implementing enhancements to business practices and processes.

Qualifications, Experience and Language skills

Advanced university degree in management, business administration, or a related field.

Minimum ten years of progressively responsible professional experience in one or more of the following areas is required\: human resource management, finance and budget, programme performance management, or related area(s).
Experience managing complex projects and diverse teams is required.
Experience planning and administering complex organizational resources in a volatile environment is required.
Experience with UN common system administrative and/or financial policies and practices is desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37263, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
