CONTEXTUAL BACKGROUND

A lead responder in Iraq since 2003, the IRC delivers aid and services that help communities survive, recover, and gain control of their future. The IRC is providing robust programming across five governorates through women’s protection and empowerment, child protection and protection and rule of law programming; cash distributions and livelihoods programming in support of economic recovery and development; governance and social cohesion programming; and integrated early childhood development programming. Our work spans emergency response to long-term programming supporting our clients to rebuild their lives.

 

Job Overview/Summary: The IRC was recently awarded funding for a four-year €4.2 million euro development project from the German Federal Ministry for Economic Cooperation and Development (BMZ) for strengthening resilience and supporting livelihoods and peaceful co-existence of vulnerable groups from the IS-liberated areas of Mosul, Telkaif and Ramadi.  The Program Finance Officer will be responsible for the ensuring compliance with IRC policies and BMZ financial regulations for the IRC as well as the two implementing local partners for this project.  This position is an essential part of the Grants and Partnerships Department, and shall provide administrative, financial, and proposal development support to the Department.  This position is ideal for a candidate with Finance or Grants management background who is interested in learning about grants management, project financial management,  and working with partner organizations. 

 

Major Responsibilities:

  • Ensure accuracy of BMZ partner financial reporting and payment requests.  Review IRC and partner organization financial documentation for accuracy and completeness.
  • Ensure timely transfers of payment to implementing partners in accordance with agreements.
  • Liaise with Logistics, Programs, MEAL, Partnerships and Administrative colleagues to prepare monthly commitment lists for financial obligations entered but not captured in financial reports.
  • Provide ongoing financial management and accounting support to implementing partners per mutually agreed upon partner support plans.
  • Scan and archive all project supporting documents (including all receipts) for the IRC BMZ project.
  • Provide administrative support to Grants and Partnerships team including processing budget code requests, maintaining complete and accurate records, and contributing to proposal development as requested
  • Support the Grants and Partnership Coordinator as requested
