At WFP, we are looking for a talented Budget and Finance Officer- Joint Programme to support  our programme team in Khartoum, Sudan, to be hired on Service Contract at level 9.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Sudan has experienced decades of deeply entrenched social inequalities, environmental vulnerability, armed conflict and violence, and poor governance. All this has resulted in protracted displacement, food insecurity and lack of basic social services.

Against this backdrop, WFP and UNICEF have received funding from KFW for joint programming (JP) to support communities across North, South and Central Darfur, focusing on promoting self-reliance, resilience, and social cohesion in targeted localities. This will entail an integrated approach to disaster preparedness, development of sustainable livelihood opportunities, access to basic social services and social protection provision – all geared towards resilience building and social cohesion.

 

JOB PURPOSE

Under the direct technical supervision of the Budget and Programme Officer and in close collaboration with the Programme Unit and Finance Unit, the Budget and Finance Officer will directly manage the day-to-day oversight of WFP’s funding mechanism for the joint WFP/UNICEF programme (JP) and will be responsible for all finance related functions in relation to Programme. This includes the preparation of project budget plans for the various activities and reviewing all payment requests. The Budget and Finance Officer will be tasked with managing the funds received from KFW, ensuring that a proper project budget plan is developed, and ensuring all funds are properly and fully utilized prior to their expiry date and uncertified financial reports are prepared in the timeline agreed with the donor.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Oversee all aspects of WFP’s fund planning, programming and disbursement pertaining to the JP.
  2. Prepare project implementation budget plans in close coordination with the programme unit.
  3. Manage all funds received for the JP in adherence to guidance, policies and donor restrictions. Ensure that all funds received are properly programmed, all donor required terms are respected, and that all funds are consumed prior to their expiry date.
  4. Review and provide comprehensive analysis on grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and facilitate decision-making.
  5. Prepare/submit monthly financial analysis and reports to managers to show usage of funds.
  6. Prepare uncertified financial reports in close coordination with programme and finance units.
  7. Support programme team on cross-functional trainings and support on field missions as needed.
  8. Other duties, as required.

 

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Project budget plans produced.
  2. Monthly funds utilization and status prepared.
  3. Funds received are properly programmed and utilized.
  4. Day to day financial oversight is ensured.
  5. Perform monthly grant reporting.
  6. Building capacity of staff on grant management through on-site/remote trainings.

STANDARD MINIMUM QUALIFICATIONS

Education:  Advanced University Degree in Business Administration, Economics, Finance, or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: For holders of an Advanced University degree, three years of progressively responsible related work experience. For holders of a First University degree, five years of  progressively responsible related work experience.
Language: Fluency  in both English and Arabic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has contributed to the development of operational or office related budgets.
  • Has contributed to the production of planning/budgetary reports or other analytical reports to support decision making.
  • Has demonstrated a broad understanding of WFP’s financial architecture and how it supports implementation of operations.
