What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

The One Global Procurement’ (OGP) is a multi-year global transformation programme within and around the Logistics Division (LOG), which aims to harmonize, optimize and develop procurement processes, tools, practices and competencies within the ICRC. The annual spent of the ICRC, channeled via the Procurement unit is estimated at around 1 billion CHF.  

Purpose of the position

 

The programme is structured in six key pillars, which consist of 12 different streams, often led by various ‘Leads’. ‘The Project Manager – One Global Procurement’ directly manages and ensures the successful delivery over five of the OGP streams, within the constraints of scope, quality, time and budget. In addition, s/he collectes, consolidates and communicates on the overall progress of the OGP.

Main duties and responsibilities (1/2)

 

  •  Directly acts as the project manager related to the five streams of the programme:
  1. ‘Thresholds & Signature Rationalization’
  2. ‘Procurement Involvement Models’
  3. ‘Split achat/appro in the Field’
  4. ‘PROC HR Set-Up Design & Deployment’
  5.  ‘PROC Competencies & Training plan’
  • Maintains a strategic and global view of all OGP projects and streams, as well as its components, including: budget, time and scope. 
  • Ensures sufficient project governance is in place, escalating relevant cross-cutting issues to the Management, and ensures that any changes in project’s constraints are studied and validated by the steering committee.
  • Manages and monitors the global implementation of the programme and its associated action-plans
  • Develops and maintains the OGP Risk Register
  • Analyzes, designs and delivers creative and innovative solutions tailored to the ICRC needs in the area of organizational or process changes and business transformations.
  • Ensures that the project progress is effectively monitored, controlled and reported on, while the realization of benefits frequently tracked.
  • Supports the mapping, monitoring and handling of various interdependencies and actions within the OGP, and with other ICRC initiatives.

Main duties and responsibilities (2/2)

 

  • Respects and complies with the ICRC’s Project Management Framework, the use of relevant tools and directions received from the functional (technical) managers.
  • Acts as a change manager for the overall programme, and as such, defines and implements relevant change management strategies, delivered with support of the internal and external resources.
  • Serves as the main focal-point for the programme globally, and as such, maintains relevant and efficient communications with the main stakeholders, as well as represents the programme on various platforms and meetings. 
  • Ensures the OGP remains continually aligned with the business strategy and priorities of the ICRC and the Logistics Division. 
  • S/he manages and leads a multi-disciplinary team delivering key components of the programme
  • Keeps up to date with current developments and trends in the Procurement Unit.

Relationships

 

  • Internally, the person will be reporting to the Head of the Logistics Division (the Sponsor), but working on a daily bases with the Head of Procurement, while also keeping a technical reporting line with the Logistics Project Portfolio Manager to ensure coherence with ICRC project management framework, and respond appropriately to operational challenges. In addition, the person will interact with the Project Management Office, Project Board, Monitoring Panel, Steering Committee, various SME’s and BPO’s, as well as other stakeholders impacted by the project (directly or through an interdependency). Finally, s/he will also interact with the Information and Communication Technologies Division for OGP’s IT component and dependencies.
  • Externally, may interact with external consultants and suppliers. 

Education required

 

  • Relevant Master’s Degree (i.e. Procurement, Business or Public Administration, Project Management, Supply Chain Management, Financial Management)
  • Certification in Project or Programme Management.
  • Certification in Change Management
  • Certification in Process Management/Improvement, considered an asset.
  • Excellent conception/analytical thinking skills
  • Organized and methodical.
  • Committed and highly motivated team player who is able to work under pressure.
  • Fluent command in written and spoken English and French
  • Computer proficiency

Experience required

 

  • Typically 12-15 years of professional experience as business consultant, project/programme manager, business analyst in procurement.
  • Minimum 3 years experience in successfully managing large-scale projects and transformations
  • Proven experience driving change management efforts in a business transformation.
  • Financial management experience (budgeting and resource allocation).
  • Experience in successfully managing and motivating a team.
  • Good knowledge of organizational design with a strong focus on roles and responsibilities / skills / recruitment / training plan – material 
  • Experience in leading organisational change
  • Experience in procurement programs including decentralization of tasks / creation of new units is an asset
