Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.

Context

Within Energy and Environment Portfolio, together with partners UNDP contributes to climate change mitigation and adaptation, and development towards a low-emission and climate-resilient economy, by removing policy bottlenecks, developing market mechanisms, and assisting municipalities in implementing energy-efficient solutions. The ongoing war in Ukraine has already resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighboring countries. From 5th April 2022 the Government of Japan provided a contribution of US$4.5 million to the UNDP for emergency Explosive Ordnance (EO) clearance and debris removal in Ukraine. The project Emergency Grant Aid for humanitarian assistance in Ukraine and neighbouring countries: Emergency EO clearance and debris removal to ensure safe human mobility and access to essential goods and services for humanitarian supports will help provide safe access for humanitarian deliveries through the restoration and maintenance of critical routes, to be implemented by UNDP over a period of six months. That project was building around four main directions: - identifying critical delivery routes in close coordination with local authorities on their immediate needs for access and humanitarian actors, - liaising with SES EOD teams to survey and clear these routes of EO presence, - facilitating safe access with the demolition of any unstable structures and the removal of debris, - and maintaining cleared routes for continued safe access.

Task description

Under the overall supervision of the Energy and Environment Portfolio Team Lead and the direct supervision of the Project Manager of Emergency EO clearance and debris removal to ensure safe human mobility and access to essential goods and services for humanitarian support, the UN Volunteer will undertake the following tasks: • Ensure project communications strategy and plan are in place to adequately and positively communicate highlights and success stories; • Support with gathering inputs and information required for production of relevant publications; • Draft and/or edits a range of communications materials, including press releases, media advisories, speeches, weekly news briefs, fact sheets, media kits, human stories, success stories, articles and support with their timely, wide and targeted dissemination; • In close collaboration with Programme Analyst (Team Leader), Environment and CO Communications Unit support with timely responses to the inquiries raised by media, donors and other stakeholders; • Regularly briefs Programme Analyst (Team Leader), Environment, project manager and CO Communications Unit on ongoing activities, identifies communications needs, and me-dia opportunities for improved visibility in line with the Government of Japan regulations and requirements and to reflect UNDP's corporate branding and visibility; • Support in organizing relevant events and activities, including organization of press conferences and other events; • Support with the preparation of relevant background documents and organization of donor and corporate missions; • Support the relevant units and personnel to ensure that the project achievements are communicated to the relevant stakeholders in an effective and timely manner to support strategic positioning of the Energy and Environment Portfolio to existing and potential partners; • Ensure that Government of Japan and UNDP identity, visibility and communication rules and regulations are applied in all public materials produced by the project, including social networks; • In coordination with County Office Communications Unit, support with social media channels (Twitter, Facebook); • Participate in project/portfolio/programme meetings as required; • Ensure that all project’s communications will be delivered in line with UNDP principles of gender-responsive communications and non-discriminative language. • Perform any other duties as may be assigned. Results/Expected Outputs: • Communications strategy and plan developed, fully and timely implemented; • The impact of communications activities systematically assessed and corrective ac-tions timely implemented; • All required communications material developed; • Government of Japan and UNDP identity, visibility and communication rules and regulations applied; • Projects’ results are regularly updated on UNDP platforms; • Related events are held; • Communications materials and reports are produced and disseminated to the target audience; • A library of reference materials is created and systematically updated.
