Project Background:


With an estimated annual mortality of over 850,000 and an incidence of more than 1.3 million new cases (source: Globocan 2020, IARC, WHO), cancer has rapidly grown into one of the leading drivers of mortality and morbidity in India. Cervical cancer, with an annual mortality of over 77,000 and an incidence of ~124,000, is the second most common cancer among women in India.

 

Approximately, 90% of cervical cancer cases are detected at a late (stage III and above), leading to a high Mortality Incidence Ratio (MIR of more than 60%). Five-year survival rate for early-stage cervical cancer is 73.2%, whereas the prognosis for advanced stage is poor, with five-year survival rate at 7.9%. Low awareness, limited availability of trained human resources and technology for treatment, broken referral systems and inadequate monitoring are key barriers in access to quality cancer care.


Program Overview:

 

In 2019, WJCF, with support from CHAI and its donor UNITAID, initiated a program on secondary prevention of cervical cancer through improving access to and strengthening screening and treatment services. The program was initiated in the state of Madhya Pradesh, where WJCF is supporting the state government:

  • build capacity on cervical cancer screening and treatment of cervical pre-cancerous lesions,
  • catalyse deployment of new innovative technology / treatment devices and decentralize treatment of cervical pre-cancerous lesions,
  • ensure availability of essential commodities and supplies to enable screening and treatment,
  • strengthen reporting and referral mechanisms to monitor program impact and ensure positively screened beneficiaries receive appropriate care and treatment,
  • create awareness and mobilize beneficiaries for cancer screening and follow-up treatment where needed.

The program is embedded in the state governments’ program on strengthening access to screening and management of non-communicable diseases including common cancers.

 

Learnings, evidence, collateral and resources developed through implementation in MP is being leveraged to scale-up and strengthen interventions on secondary prevention of cervical cancer across other states including Punjab, Chhattisgarh, Sikkim, and Uttar Pradesh. Learnings and best practices on capacity building of service providers on screening and treatment, decentralized deployment of devices for treatment of cervical pre-cancerous lesions, and IEC collaterals to mobilize eligible beneficiaries in communities for screening – are being leveraged to catalyse and strengthen systems and processes to increase access to quality screening and pre-cancer treatment for cervical cancer prevention.

 

Position Summary:

 

The Program Manager, Cancer Screening and Treatment Access will be responsible for co-developing program strategy at the national level with the program leader and oversee implementation progress of the entire portfolio across geographies and programs in all focus states. The Manager will also play a key role in stakeholder engagement at the national and state levels. This role entails a combination of strategy building, implementation management, team management, and high degree of stakeholder engagement. Importantly, the person coming in will be entrusted with portfolio growth as a key results area. Based out of Delhi, the Manager will lead a high calibre team for achieving access goals and report to the program leader.

Responsibilities
  • Co-create and monitor the strategic direction and implementation of the cancer program, ensuring equitable access to quality services, sustainability and scalability of key interventions on secondary prevention of cervical cancer.
  • Build and maintain trust-based relationships with donors, key government partners (national and state level), developmental partners, and other relevant stakeholders to expand access to quality cancer care.
  • Support engagement with new and existing donors, including developing workplans and budgets, writing and presenting narrative and financial reports to effectively communicate program progress, challenges and risks.
  • Lead program design and implementation of processes, systems for collection, collation, and synthesis of program data to inform program strategy, operations, and reviews.
  • Establish and maintain effective and collaborative working relationships and engagement with CHAI global and country teams, institutional partners, experts and technical/academic institutions at national and state levels, and ensure coordination of resources and effort for maximum impact.
  • Anchor grant management and coordinate program specific communication with the relevant program country teams, CHAI global cervical cancer team and donor. This entails:
    • Regular communication with CHAI program country teams and the CHAI global cervical cancer team to share progress and learnings from program implementation
    • Drafting required update reports (e.g., program progress report, project logframe, risk mitigation plan, etc.) and budget review documents to aid communication with the program donor
    • Preparing program briefs for the WJCF country and program leadership and the CHAI global cervical cancer team to aid in internal and external communication
  • Lead program communication by sharing key learnings, outcome and impact, through creation of impactful content and dissemination across a broad range of communication channels, including organizing and facilitating dissemination through stakeholder workshops and seminars.
  • Support identification of new initiatives – within, allied to, or in addition to the existing program on cervical cancer prevention; and work with the WJCF and CHAI leadership teams to identify and engage with potential donors to support such initiatives.
  • Aid and support other aspects of the cancer program by working closely with the WJCF state, country, and global teams.
Qualifications
  • Minimum 8 years of experience in a demanding, results driven environment such as management consulting.
  • MBA/MPA/MPP or a post-graduate degree in Economics or related fields.
  • Proven experience and ability to engage with, and manage relationship with a diverse range of stakeholders, including organizational leadership teams, government stakeholders, institutional partners and donors.
  • Experience in strategy development and implementation, ability to identify and pursue high-impact strategies in complex, uncertain and evolving environments.
  • Ability to lead project teams on diverse range of projects.
  • Exceptional analytical (quantitative and qualitative) skills with the ability to effectively communicate (orally and in written form) and to tailor communication to a variety of audiences.
  • Ability to absorb and synthesize a broad range of information, including technical information, and to prepare compelling presentations and reports.
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities.
  • Strong desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment.
  • Willingness to travel extensively.
  • High level of proficiency in Microsoft Excel, PowerPoint and Word.
  • Fluency in English & Hindi.
  • Preference would be given to candidates with strong experience in management and/or healthcare consulting (or development sector consulting).
