The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 
 


Role
The Fund seeks to recruit a Legal Consultant (Readiness) to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team at the HQ for an initial period of 182 days over a 9-month period. The consultant will carry out any task required for the support of OGC in a timely manner in close consultation with the OGC.

 

Duties and Responsibilities
• Assist in the review and preparation of legal documents required by the Fund for its readiness operations, and ensure they are coherent with best practice and the legal framework of the Fund;
• Review funding proposals and legal documents required by the Fund for its operations, and ensure they are coherent with best practice and the legal framework of the Fund;
• Draft, review and negotiate legal arrangements with accredited entities and delivery partners including side letters and amendments to such legal arrangements;
• Collate information on key activities of the Readiness Program and maintain a database of such information;
• Prepare, and revise, templates for funding proposals and legal documents to support work to streamline the Readiness Program;
• Review, and revise, the relevant areas of the GCF Readiness and Preparatory Support Guidebook;
• Assist in drafting and reviewing documents (policies, instructions, guidelines) under the legal framework of the Fund especially as they relate to the Readiness Programme;
• Assist in developing internal controls and procedures for the various activities of the Fund;
• Provide legal assistance to the Readiness Working Group (RWG) or such other body or unit which performs the functions of the RWG; and
• Undertake other work as may be assigned by the General Counsel.

 

Required Experience and Qualifications
• Juris Doctor, LLB, or equivalent law degree; qualification to practice law in at least one jurisdiction (additional LLM degree is a plus);
• Minimum of seven (7) years’ experience related to public international law and/or international organizations and at least five (5) years’ experience related to providing legal support to capacity development or project preparation in international or regional contexts;
• Ability to work independently and under pressure with a high-level of accuracy;
• Excellent writing, presentation and communication skills;
• Strong interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing;
• Good problem-solving aptitude and creativity;
• A willingness and enthusiasm to delve into novel areas of law; and
• Fluency in English is essential; knowledge of another United Nations language is an advantage.
