The IDRM project aims to support all four divisions of MECDM in strengthening the interconnectedness between environmental safeguards, climate and disaster risks and resilience building.
This particular assignment is aligned to the role of Environment and Conservation Division (ECD) of MECDM. ECD's mandate, functions and work programmes are determined and based on the following legislative frameworks and their regulations:
- Environment Act 1998
- Protected Areas Act 2010
- The Wildlife Protection and Management (Amendment) Act 2017
In addition, the national plans and strategies of the government and the Multilateral Environment Agreements (MEAs) that Solomon Islands is Party to also gives guidance to the work programmes of the division.
This is position will enable the division to effectively and efficiently harmonize economic policy objectives with environmental objectives, to promote the protection, conservation and sustainable management of the use of the environment and natural resources of Solomon Islands.
Under the guidance of the Director, the Environmental Compliance and Enforcement Specialist will work very closely with the relevant staff of of ECD. The Environmental Compliance and Enforcement Specialist will be part of the IDRM project team and wilt be required to meet all project and programme requirements.
Assessment of Capacity Gaps
- Assist with assessment of current enforcement and compliance capacity gaps at the Environment and Conservation Division.
- Identifying challenges and provide recommendations to effectively carryout compliance and enforcement of the three Acts of Parliament that ECD administers and enforces.
- Identify options for addressing those recommendations such as required skillsets, procedures, technology, supplies and budget to effectively carry out compliance and enforcement.
- Assist ECD to undertake a review of the relevant Acts and relevant regulations and provide recommendations for amendments.
Develop a Framework for Compliance and Enforcement
- Establish and test a framework for compliance and enforcement of the appropriate taws and regulations.
- Develop standard operating procedures , manuals and checklists to support this framework.
- Provide recommendations for administration processes, inter-governmental mechanisms, policy and legislative amendments.
- Conduct capacity building activities for ECD Staff and relevant stakeholders on compliance and enforcement. These include:
- Development of training materials.
- Conducting of desktop and field-based training on reporting of incidents, inspection, prosecution, including monitoring aspects of the enforcement and compliance system.
- Extend training of the above to other enforcement agencies, policies and provincial governments etc,
Partnerships
- Develop and/ or strengthen partnerships with local, regional and international organizations,
- Develop and/or strengthen partnerships with local and national government, professional and peer networks.
- Mapping out of responsibilities as to who is doing what and where in terms of monitoring of compliance and enforcement of relevant measures.
Multi- criteria assessment tool
- Identify a suite of recognized and appropriate environment standards for aquatic and terrestrial and low atmospheric environment.
- Develop a context appropriate multi-criteria assessment tool to assess available and globally recognized environment standards and recommend for adaptation by ECD to guide monitoring of aquatic (freshwater and coastal waters), terrestrial and low atmospheric environment. This also include review of EIA processes and monitoring.
Other Duties:
- Any other duties prescribed by Director ECD to support the enhancement of environmental governance .

- Master's degree in environmental science or related areas (e.g environmental management, environmental chemistry, environment law, biodiversity conservation)
- More than 7 years of professional work experience at the senior level in a government department that deals with environmental management; compliance and enforcement.
- Work experience in the private, regional and international organisation at a senior environmental management level.
- Familiar with Solomon Islands environmental and socioeconomic issue.
- Familiar with implementation and enforcement of environment laws including Forestry, Fisheries and Mining Acts at national and subnational levels.
- Proven ability in developing training materials and conducting field based training for, ECD staff and relevant stakeholders on compliance and enforcement.
- Proven ability is developing multi-criteria assessment tool for environmental standards.
