UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Strategic Partnership Division (SPD) is responsible for proactively driving the strategic positioning of UN Women and ensure that the size, sources and predictability of its resources help the organization achieve its strategic goals. The division is organized into three functional clusters: Resource Mobilization; Private Sector; and Communications & Advocacy.

The Individual, Digital and Public Giving Team sits in the Private Sector section. At the global level, the team coordinates and provides technical support and strategic advice to Regional and  Country offices on all individual and digital giving activities. The team also oversees the work of UN Women National Committees. The National Committees are a unique feature of UN Women. Currently there are 12 National Committees in the world (Australia, Austria, Finland, France, Germany, Japan, Iceland, Netherlands, New Zealand, Sweden, UK, USA), each established as an independent local non-governmental organization. Serving as the public face and dedicated voice of UN Women, the National Committees work tirelessly to raise awareness on women’s rights; secure worldwide visibility for women and girls threatened by poverty, disasters, armed conflict, abuse and exploitation; as well as raise funds from the private sector.

Under the leadership and guidance of the Head of Individual, Public and Digital Giving, the National Committees Governance and Planning Specialist contributes to the systematic approach to improved National Committee governance, accountability, transparency and enhanced compliance with processes and agreements, including within UN Women.

the Junior Professional Officer (JPO) Programme provides young talented professionals pursuing a career in development with the opportunity to gain hands-on experience in multilateral technical cooperation and international development within a UN agency.

Content and methodology of supervision

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO.
  • Establishment of a work plan, with clear key results.
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment.
  • Easy access to the supervisor.
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise.
  • Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis.
  • The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.

Learning and Training Component

Upon completion of the assignment the JPO will have/ will be able to:

  • Have heightened their knowledge and understanding about gender equality and women's empowerment issues, including through a particular focus on Commission on the Status of Women, International Women’s Day
  • Have had the opportunity to participate in UN Women’s mandatory online training courses, as well as training and learning resources through the Learning Management System, to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor
  • Have developed a strong understanding of the structure and performance of National Committees
  • Will have developed an enhanced understanding of private sector partnerships within UN Women
  • Have learned about National Committees and their governance, planning and reporting frameworks

The JPO training programme includes the following learning elements:

  • Participation in a UN Women Induction Course in New York or remotely.
  • UN Women mandatory online training courses
  • Access to online training and learning resources of the Learning Management System to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor
  • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

Duties and Responsibilities

The JPO will contribute to the systematic approach to improved National Committee governance, accountability, transparency and enhanced compliance with processes and agreements, including within UN Women.

1. Provide strategic guidance and technical support in a wide variety of governance areas:

  • Provide strategic guidance and technical support to National Committees in developing and implement their Joint Partner Plans;
  • Manage the planning and reporting done by National Committees (including on the investment funds they receive) and their governance (compliance with Recognition and Biennial Partner Agreements);
  • Provide technical support to National Committees in complying with statutes/by-laws, advice on audit-related structures and processes, advice on ethics policies and procedures and more;
  • Support and monitor National Committees’ progress on risk and on other governance areas, and production of related reports for management;
  • Support National Committees in the preparation of Project Funding Agreements and Requests;
  • Perform qualitative and quantitative analysis on a broad range of available financial and not financial data and information, and advises the Head of Individual, Digital and Public Giving on identified issues, opportunities, risks and challenges and recommends required corrective actions;
  • Assist in audit-related functions of the National Committees. Coordinate and respond to audit observations made on National Committees activities and ensure follow-up actions are taken according to agreed recommendations.

2. Ensure effective funds cycle management and provide support to National Committees strategic advocacy, partnerships development and fundraising efforts:

  • Support planning, management and monitoring of investment funds; and preparation and disbursement of allocations to National Committees;
  • Track National Committees fundraising efforts and performance: gross private sector fundraising revenue subject to remittance; remittance rates; reinvestment of funds retained into fundraising; leveraging of revenue not subject to remittance for fundraising capacity building; the size of reserve funds; and execution of Joint Partner Plans;
  • Manage and supervise the accounts and financial transactions, ensure timely monitoring and evaluation reviews as well as reporting to Finance Unit and SPD Senior Management;
  • Maintain regular contact with National Committees and provide support and guidance to ensure achievement of fundraising and advocacy goals for each National Committee; 
  • Help National Committees build partnerships and increase resources mobilisation, by identifying all possible sources for new funding and developing fundraising angle and call to action around the UN Women advocacy days (i.e. 16 Day of Activism, International Women’s Day, International Day of the Girl Child, etc…)

3. Facilitate knowledge and information building and sharing:

  • Manage the development and dissemination of good practices and lessons learned;
  • Maintain web-based resource pool on governance and related issues;
  • Support the development of a database to track project approvals, budget records, disbursements and statements of expenditure (including support costs) submitted by National Committees;
  • Support the organization of the 2021 Annual Meeting of National Committees.
  • Produce a summary of National Committees’ 2021 activities and results, highlighting best practices and case studies.

Required Skills and Experience
 
Education:
  • Master degree or equivalent Advanced university degree in law, business, corporate governance or audit, or related field.
Experience:
  • 2 to maximal 4 years relevant, experience at the international level in law, audit, not-for-profit or corporate governance. Additional experience in risk management, knowledge management and is sharing an asset.
  • Experience in supporting National Committees and knowledge of the unique National Committee structure is an asset.
  • Ability to conceptualize and to implement training is an asset.
  • Experience in designing web-based information systems. 
  • Experience in developing customised information systems and applications is an asset. 
  • Working experience within the UN system should not exceed 50% of the relevant working experience including UNV, (paid) UN internship and UN consultancy.
  • All paid work experience since obtaining Bachelor’s degree will/can be  considered.

Languages:

  • Fluency in English is required.
  • Knowledge of other working languages of the UN is an asset.
