Yemen is the world’s worst humanitarian crisis. The 2021 Humanitarian Response Plan indicates that the country is on the brink of the worst famine the world has seen in decades. The conflict has created a large-scale food insecurity crisis and aggravating an already dire humanitarian crisis brought on by years of poverty, poor governance and ongoing instability. About 24 million Yemenis – 80 per cent of the total population – need some form of humanitarian assistance. COVID-19 pandemic and other diseases like cholera, dengue, malaria and diphtheria outbreaks have exacerbated the situation. Heavy rains, flooding and other natural hazards have destroyed infrastructure and communities’ livelihoods.
The Joint Programme “Supporting Resilient Livelihoods and Food Security in Yemen” ERRY III, aims at supporting rural people and communities to better cope with the crises, risks and shocks. The programme, which is co-financed by EU and Sida, is jointly implemented by FAO, ILO, UNDP and WFP in six vulnerable governorates: Hajjah, Hudaydah, Lahj, Abyan, Taizz and Sana’a.
The ERRY III interventions are designed to contribute to the following goals and outcomes:
Overall Objective: Reduced vulnerability and strengthened resilience capacity of crisis-affected communities in Yemen through creation of sustainable livelihoods, improved food security, economic recovery, access to basic services, climate risk and community conflict mitigation.
Specific Objective: Crisis affected communities are better able to manage local risks and shocks for increased resilience.
Output 1: Community institutions[1] (women and men) are strengthened and capacitated on gender sensitive resilience planning, conflict resolution and social cohesion (UNDP).
Output 2: Vulnerable communities’ benefit from equal access to clean energy solutions, environmental protection and climate adaptive capacity in sustainable manner
Output 3: Community sustainable livelihoods strengthened through improve productivity, food security and income opportunities
Ensures updating and developing the internal and external strategies for communications and outreach focusing on achievement of the following results:
- Prepare and conduct communications needs assessments for joint programme based on the existing communications strategies used on the participating UN agencies (FAO, UNDP, ILO & WFP)
- Develop guideline and annual work plan for Communication & Visibility and monitor and evaluate its implementation with the support of 4 UN agencies.
- Develop and update communications, outreach & visibility strategy, guideline, and annual plan for the joint programme based on the corporate communications strategy and branding used on the participating UN agencies ( FAO, UNDP, ILO & WFP).
- Ensure visibility of EU's support to the programme/beneficiaries.
- Implement ERRY joint programme publications strategy and plan based on the corporate publications policy of all participating UN agencies;
- Manage the development, design, production and dissemination of internal and external communication material;
- Identify storylines for publications and draft substantive content to be published through the joint programme social media platforms and other relevant communication tools;
- Maintain contact with printers and other suppliers to ensure production and publications dissemination;
- Supervise the maintenance of a roster of qualified translators, editors, designers , videographers and publication houses to ensure documents adhere to global guidelines.
- Supervise the content ERRYII web sites based on corporate requirements in cooperation with communication working group of all agencies participating in the joint programme;
- Prepare the content of ERRYII Joint programme site to ensure consistency of produced materials;
- Design and implement a social media strategy to ensure and maintain joint programme presence on ERRY JP social media platform as well as social media platforms of the 4 participating UN agencies of the joint programme (Twitter, Facebook, LinkedIn, YouTube, Instagram…etc);
Launches and campaigns
- Promote and maintain public and social media campaigns on ERRYII Joint programme activities, UN Reform, and SDGs;
- Promote and disseminate joint programme communication materials for launching flagship initiatives and publications such as resilience and women empowerment.
- Managing and leading joint campaigns with 4 UN participating agencies of joint programme.
Outreach
- Maintain increased coverage of ERRYII Joint programme work in the country target areas through regular media contacts and provision of regular information and progress brief to donors, partners, PUNOs, and other stakeholders;
- Communicate with relevant stakeholders, donors, and partners regarding programme initiatives, results and successes, and lessons learnt;
- Support organizing annual review workshops, coordination sessions, steering committee meetings, regular discussions etc;
- Promote an image of “joint programme” by publicizing the significance of synergies among UN agencies toward achieving enhanced food security and livelihood for the most vulnerable people in Yemen.
- Prepare press releases for major events of the joint programme and ensure access for journalists to subject matter experts;
- Prepare newsletters, progress briefs, factsheets etc. where appropriate to support the joint programme;
- Prepare photos , videos, scripts , success stories and other related communication materials that can be published in different social media platforms;
- Propose innovative approaches to the joint programme information dissemination strategy.
Public information
- Strengthen the exchange of information amongst stakeholders: directly – towards Governments, the private sector and civil society, and indirectly – through different social media platforms of the joint programme
- Prepare joint programme factsheets, progress briefs, and presentations for external and internal stakeholders;
- Promote and maintain public information campaigns on programme activities;
- Respond timely and effectively to inquiries for public information materials.
Leadership
- Manage communication working group that includes members from all participating UN agencies (FAO, UNDP, ILO, WFP) and their implementing partners ensuring communication and visibility is consistent, aligned and integrated.
- Establish and maintain strong working relationships with the joint programme partners and communication staff to enhance results and communication goals.
- Coordinate with all joint programme participating UN agencies to ensure joint programme key communication messages are effectively communicated.
knowledge management
- Serve as the programme’s knowledge management focal point in coordination with PM and CWG. work closely in partnership with all Participating UN Organisations in the promotion and dissemination of advocacy materials relating to the programme areas;
- Develop/produce communication and advocacy instruments and materials for creating visibility of the programme and organise awareness-raising campaigns, including briefing materials and press releases when required by the programme in coordination with the PM and CWG;
- Coordinate, identify, develop and disseminate knowledge products and lessons learned;
- Provide periodic training to participating UN agencies and their partners to ensure joint programme communication key messages are understood and integrated;
- Facilitate learning amongst programme components, partners and stakeholders through reviews of progress against benchmarks, collecting success stories, lessons learnt and best practices and facilitating dissemination of the information;
- Ensure that donors, implementing partners and other stakeholders and regularly informed and updated on ERRYII joint programme progress and achievements.

Min. Education requirements
Master's degree or equivalent in communication, Literature, English, management, media relations, journalism, publishing or related areas;

- A Bachelor’s degree with a minimum of 4 years of relevant experience will be accepted in lieu of master degree.
Required skills
