The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 190 projects in 123 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

The Accredited Entities Manager is responsible for guiding the Green Climate Fund on and to deliver strategic programming with GCF’s Accredited Entity partners. S/he will drive strategies for building programming partnerships with Accredited Entities to identify and scale-up transformational, country-driven project/programme pipelines as they develop and implement a portfolio of investments that helps achieve the Fund’s strategies, while also positioning the Fund as key partner for these entities. S/he will also work in close collaboration with relevant Managers across the project cycle to ensure that pipeline development, post-approval, portfolio implementation and accreditation/re-accreditation needs of direct access entities are met. To this end, s/he will be responsible for coordination to reach legal agreements with Accredited Entities and related obligations, and guide the development of GCF policies taking into account Accredited Entity partners.

Duties and responsibilities

Purpose

• Lead the development and advancement of programming strategies from Accredited Entities that include and, where relevant, initiatives to provide technical assistance and capacity-building support to direct access entities to develop and implement, country-driven transformational project/programme ideas/concepts, and promote GCF strategies.

  Lead the development and advancement of initiatives to support the accreditation and re-accreditation of direct access entities, and related institutional-level legal arrangements and obligations to programming.

Engagement

• Advise Accredited Entities in confirming alignment of their programming strategies with country programming plans and GCF’s strategies and sectoral programming guidance, and, where relevant, drive collaboration with relevant Managers to identify the needs of direct access entities to enable such programming alignment.

• Advocate with colleagues and management to advance innovative and impactful projects/programmes identified in the programming strategies of Accredited Entities aligned with country programming plans and GCF’s strategies and sectoral programming guidance.

• Drive collaboration with relevant Managers to identify the needs of, and build partnerships with other international organizations to deliver technical support and capacity development for, direct access entities to enable them to develop and implement their programming strategies aligned with GCF’s country and sectoral programming strategies.

Delivery

• Lead engagements with Accredited Entities from finalizing legal arrangements to formalize the partnership, to the development of entity work programmes and through Secretariat endorsement, in preparation for subsequent programming cycle steps related to concept notes and funding proposals, and portfolio implementation.

  Organize knowledge on Accredited Entities, curating information from their programming strategies, pipelines and portfolios to inform and influence senior management decisions on projects/programmes and other partnerships.

  Lead the end-to-end processes associated with developing and delivering initiatives providing technical and capacity support throughout the accreditation and project cycles to direct access entities, including aggregating information on direct access entities from relevant Managers on their programming strategies, pipelines and portfolios to inform and influence senior management decisions on initiatives to support direct access entities and to develop knowledge products in such support.

Required experience and qualifications*

• Master’s or higher-level degree in economic, environmental studies, business administration, finance, international development or other relevant fields; or a Bachelor's degree with 2 additional years of relevant experience.

• 11 years or more experience including on developing programming strategies, managing programming cycles, developing and managing the delivery of technical support and capacity development, and at a management level working in developing countries and in a multilateral programming environment.

• Knowledge of climate change and climate finance strategies of multilateral organizations and other international institutions and capacity development strategies supporting sub-national, national and regional institutions.

• Fluency in English with knowledge of Spanish and/or French an advantage.
