Organizational Setting

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Business Technology Coordination Section (BTCS) manages the implementation of the IAEA Business Technology Strategic Plan, coordinates the development of Agency ICT policies, standards and guidelines, and facilitates ICT governance across the Secretariat. BTCS also provides project and product management and information architecture services to the Division of Information Technology.

 

Main Purpose

 

The Data and Integration Architect (DIA), reporting to the head of the Business Technology Coordination Section, leads the design and implementation of the Agency’s data and integration architecture, strategy, and governance

 

Role

 

The Data and Integration Architect
•understands and advocates for the strategic use of information assets to drive business outcomes
•enhances the quality, consistency, reliability, and access to data
•roadmaps and stewards the data and integration architecture
•advocates for the efficient and effective utilization and exchange of data within and external to the Agency
•leads a community of practice for data and integration within the Agency
•serves as business owner for the visualization tools, data models, APIs, and supporting platforms used to facilitate data and information exchange

•Drive and maintain the Agency’s data and integration strategy
•Research and explore data and integration technologies that could further the Agency’s leverage of data visualization, analysis, and integration.
•Educates the main stakeholders in the organization on how to use and integrate data, and influences adoption effectively, efficiently, and securely.
•Establish a governance model to provide oversight to the technology solutions supporting data analysis and integration
•Provide thought leadership and practical guidance for how to apply data and integration technologies to address business needs across the Agency
•Provide stewardship over the Agency’s data and integration architectures to ensure they are cohesive and leveraging the most appropriate technologies

Qualifications, Experience and Language skills

Advanced University Degree (Master's or equivalent) in Computer Science, Data Management, Data Analytics, IT Management or Software Engineering

A first level University Degree (Bachelor's or equivalent) in the above mentioned educational areas with three additional years of experience may be considered in lieu of an Advanced University Degree. 

Other - Integration Certifications, such as Oracle Cloud Application Integration Specialist 

Other - The Open Group Architecture Framework

Other - Data Engineering Certifications

Other - Project management certification in PMP or PRINCE2 is preferred.

Other - Data Analytics Certifications, such as PowerBI Data Analyst

•A minimum of seven years' relevant experience in Information Technology (software and/or hardware development), of which at least three years should have been in managing the development or deployment of data analysis, management, and integration solutions.
•Experience designing, architecting, and leading the implementation of data analytics, data management, and integration architectures using commercial products from Microsoft and Oracle.
•Experience using and/or establishing governance models over data and integration architectures
•Experience working cross-departmentally.
•Experience leading the data and/or integration architecture for an organization
•Experience using various technologies, including\:
(1) Data Visualization, such as PowerBI, Tableau, or others
(2) Data Analysis, such as SQL Reporting Services, Oracle Business Intelligence Enterprise Edition, SPSS, Python, or others
(3) API-based Integration Services, such as Oracle’s cloud-based platform, MuleSoft, Software AG, or others
(4) Data Platform, such as SQL Server, Oracle, CKAN, MongoDB, or others
•Good understanding of software and data engineering processes and life cycle.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 27292, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
