Background:  

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall purpose of the role:

This role has an area of focus and is responsible for performing specific HR and Admin functions. Working closely with the HR/Admin Team Leader, with the overall guidance of the Area Manager and Team Leader – HR & Admin. S/he provides human resources and administrative support to DRC area office employees. The role has a base focus and ensures compliance with DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

Responsibilities: 

Human Resources:

  • Assist in ensuring staff's compliance with HR policies as per DRC HR policies and guidelines.
  • Using DYN records, assist with employee leave management and tracking systems.
  • Draft temporary contracts as well as casual contracts and make sure that the concerned parties sign off.
  • Ensure that each contract has the relevant attached documents and annexes.
  • Give guidance and support to the cleaners. Assist in the induction and orientation of new employees by HR and administration.
  • Manage the collection of performance management documentation and assist managers and employees with effective performance management.
  • Encourage staff development activities, such as the promotion of the DRC Learning Catalogue.

Administration:

  • Assist administrative functions internally and externally - suppliers, hotels, etc.
  • Assist security clearances in liaison with area safety team – as required.
  • Assist that DRC office equipment (power, telephone, water etc) and are in good condition including necessary repairs and maintenance. 
  • Assist processing and payments of monthly utilities for both office and guesthouse including assist in updating the monthly invoice tracking sheets on regular basis.
  • Establish and maintain mail recording and filing system including proper labelling.
  • Organize and provide support to workshops and meetings and act as an alternate secretary for meeting.
  • Assist issuing DRC ID cards and insurance cards to new employees.
  • Raise PR (Purchase Requisition) and Cash Advance on DRC Dynamics – as required.
  • Keep all lease agreements and other frame documents.
  • Assist with the completion of necessary reports or compilation of HR/Administration information as requested.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role

Experience, Education and technical competencies: (include years of experience)

  • Attention to detail, ability to prioritize tasks and handle numerous assignments simultaneously;
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and internet applications (email)
  • Excellent written and oral communication skills
  • Very honest and trustworthy person.
  • Willing to travel ad can work under pressure
  • Good computer skills- especially excel spreadsheets and able to work with formulas and power point and word.
  • Excellent organization skills, self-motivated, proactive and able to accomplish set deadlines.

Education:

  • Diploma in Business Administration/Human Resource or equivalent professional qualification.
  • Post-graduate degree in HRM, Business Management, or a related field may be added advantage.

Languages:

  • Fluent in Written and Spoken English

Conditions

Availability:    August 2022
 
Duty station:  Mogadishu
 
Reporting to:   Human Resource & Administration Team Leader

Duration:        5 Months with possibility of extension based on performance and funding

Contract:         This position is graded as per the DRC Letter of agreement for Internship.
