Digital Program Analyst/Associate – Data Governance and Quality Management

The Digital Program Analyst/Associate will serve as a member of the Information Technology Department (ITD), and will work on measures that enhance the Bank's existing data governance framework. The candidate must have a good background in data management, data analysis, and business process management. 

 

Responsibilities include, but are not limited to:

 

  • Lead in the refinement and implementation of policies, procedures, and standards that enhance the Bank's existing data governance framework (e.g., metadata management, master, reference data management).
  • Establish and maintain a data governance monitoring mechanism to examine compliance and adherence to established rules and standards, and to identify gaps and opportunities for continuous improvement and automation of data management workflow.
  • Collaborate with business lines to identify and solve data integrity and quality issues, and recommend and facilitate processes to address and escalate issues related to data quality.
  • Provide data governance guidance and support to data-related projects (e.g., participate in data solution design sessions, contribute to data quality-related operation procedures from design to implementation).
  • Support the building of data culture awareness through training and knowledge sharing.

 

 Requirements:

 

  • Solid experience as a data governance analyst and/or data quality analyst or relevant experience in data management, data analysis, and business process management.
  • Strong knowledge and hands-on experience of data governance frameworks and implementation methods.
  • Ability to prioritize multiple projects with different deadlines, as well as the ability to balance both strategic intents and tactical practicalities and short-term versus long-term actions to achieve the broader goal.
  • Ability to build strong collaborative relationships with various stakeholders and effectively engage stakeholders in data governance-related practices
  • A problem-solver, able to analyze ambiguous situations and come up with solutions, and adaptive to evolving business models. 
  • Working knowledge in SQL or other equivalent technical tools to support data quality validation is required.
  • Previous experience in data governance implementation on cloud platforms and cloud service environments and/or financial industry data projects would be an advantage.
  • Fluency in English is mandatory. Should have excellent written and verbal communication skills for the various audiences at different levels across the organization
  • Bachelor's degree with a minimum of 3 to 5 years of experience or a Master’s degree with a minimum of 1 to 2 years of experience from a reputable university in business management, data management, information management or relevant fields, or equivalent experience.
