1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the IT Technical Division, Information and Communication Technology (ITC) Department, Administration, Finance and Management Sector.

 

The IT Technical Division (ITTD) is responsible for ensuring the maintenance, development and secure operations of the Organization's ICT platforms hosting all of WIPO's internal and outward facing business systems.

 

WIPO has adopted a “Cloud First” policy and established a Cloud Management Unit (CMU) to coordinate the cloud transition activities. Subsequently, the Cloud Transition Project was initiated.

 

  1. Purpose Statement

 

To support the business-critical workloads on the cloud, a strengthened governance mechanism is proposed in the form of an internal Cloud Center of Competence (CCoC) in order to\: (i) secure the provision of architectural competences and oversight for the migration of major business applications; (ii) drive effective development and operations (DevOps) practices, operations and platform management; (iii) manage financial aspects of the transition; and (iv) procure and start a Managed Services contract for Cloud operations.

 

The position is responsible for leading the CCoC for the duration of the project.

 

  1. Reporting Lines

 

The incumbent works under the supervision of the Chief Technology Officer (CTO).

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Oversee the activities performed by the CCoC to drive successful cloud implementation across the Organization.

 

b.   Supervise the cloud architects in the Division, as well as coordinate cloud-related activities for architects across the Organization.

 

c.   Design the roadmap for the implementation of the WIPO Cloud Principles.

 

d.   With oversight from the CTO and with approval from the relevant WIPO governance bodies, produce the long-term strategy for cloud adoption and management.

 

e.   Ensure the relevant audit recommendations (e.g., the ones by the Joint Inspection Unit) are implemented.

 

f.    Align with other stakeholders to ensure that the choices made during the transition to the Cloud are in line with WIPO’s risk appetite.

 

g.   Provide alignment between Enterprise Architecture and the CCoC.

 

h.   With the support of the Senior Finops Specialist, provide mechanisms to allocate accurately, forecast, and optimize spending by cloud consumers, enabling self-service capabilities to manage current and forecasted spend.

 

i.    Ensure all cloud architecture designs are compliant with security policies and standards.

 

j.    Establish processes to evaluate and develop new cloud patterns.

 

 

 

 

 

 

3.      Requirements

 

Education (Essential)

Advanced university degree in Computer Science or another science, technology, engineering and mathematics (STEM) discipline.  A first-level university degree plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.

 

AWS Solution Architect Certification\: Associate.

 

Education (Desirable)

AWS Solution Architect Certification\: Professional.

 

TOGAF certification.

 

Experience (Essential)

At least seven years of experience as a Solutions Architect, with at least five years in Cloud Architect Role.

 

Previous experience in driving a complex migration to cloud, involving a complex application landscape, from an architecture standpoint.

 

At least five years of proven AWS Cloud architecting experience, including refactoring or replatforming applications for migration to AWS cloud.

 

Experience designing cloud-native applications and working with Containers and Microservices.

 

Experience in setting up and managing complex cloud landscapes making use of\:

-         IaC tools (e.g. AWS CloudFormation,Terraform).

-         Container orchestration tools (e.g. OpenShift and Kubernetes).

-         DevOps toolchain (e.g. Jira/GitHub/Jenkins).

-         Automation tools (e.g. Chef/Puppet/Ansible).

 

Experience (Desirable)

Application development background.

 

Microsoft Azure experience or certification.

 

Working experience in the context of an international organization.

 

Language (Essential)

Excellent written and spoken knowledge of English.

 

Language (Desirable)

Knowledge of other UN official languages, particularly French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the July 2022 rate of 73.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
