The Chief Internal Audit Officer (CIAO) is an innovative and transformational leader who steers the Bank to achieve good corporate governance. The CIAO is responsible for establishing and reviewing the internal audit plan, ensuring that internal audit goals and objectives are met and aligned with the strategic goals of the Bank. In addition, the CIAO is responsible for establishing appropriate procedures to guide the internal audit function and ensure the quality of the independent assurance services delivered.

 

With a solid foundation of the Bank's strategy and vision, the CIAO champions best practices in governance, objectively assesses the adequacy of governance and management of existing risks, and anticipates and responds to emerging risks and proposed developments.

 

 

Accountabilities & Responsibilities

 

Lead the internal audit function as a dynamic profession that delivers value to the Bank.

 

  • Promote internal audit and its value through audit engagements,
  • Establish clear positioning and clarity of the internal function through the internal audit terms of reference,
  • Develop an internal audit strategy that aligns with the Bank's Corporate Strategy,
  • Plan and establish the priorities of the internal audit activity through the internal audit plan,
  • Ensure the internal audit function is adequately resourced through resource and talent management,
  • Mentor and provide career advice to staff to enhance their personal and professional development,
  • Establish a quality Assurance and Improvement Program (QAIP),
  • Advocate ethics and values within the Bank,
  • Evaluate effectiveness of compliance with the Bank’s Code of Ethics,
  • Collaborate internally in external audits to ensure access to relevant audit information and provide assurance financial statements in compliance with the Bank’s policy.

 

Advocate governance, risk management and control in management of the internal audit function.

 

  • Take the lead in formulating recommendations on policies, guidelines and procedures and in providing advisory services to improve the efficiency, effectiveness of internal controls/operations; promote control and risk awareness in the Bank,
  • Ensure the internal audit function is adequately resourced through resource and talent management,
  • Evaluate and improve the governance process through advice, recommendation and sharing of best practices,
  • Evaluate the implications of strategic and business risks, risk management framework ad advocate risk awareness throughout the Bank, and
  • Evaluate the adequacy and effectiveness of the internal controls to mitigate risks.

 

Drive change, improvement and innovation across the Bank.

 

  • Create an environment that embraces change for continuous improvement,
  • Identify control weaknesses and undertake process improvements and control enhancement, 
  • Collaborate with others to remove organizational barriers,
  • Create career development opportunities for IAO staff, and
  • Promote the use of leading technology and data analytics in internal audit. 

 

Carry out any other duties as assigned by the President.

 

 

Knowledge, Skills, Experience & Qualifications

 

  • Minimum 15-20 years of relevant working experience in a leadership position in internal auditing, preferably in multilateral development bank(s), with sound knowledge of banking operations and internal audit approach.
  • Understanding of auditing knowledge, tools, processes, standards (e.g. the IIA Professional Practice Framework (IPPF), GAAS, ISAS, PCAOB Standards, COSO Internal Control Framework, COBIT, etc.) and best practices.
  • Good analytical skills, strong planning and report writing skills and ability to work under pressure.
  • Good oral and written communication skills in English.
  • Master's degree or equivalent in Business Administration, Accounting, Finance, Management Information Systems (MIS) or in a related discipline and relevant professional qualifications such as certified Internal Auditor (CIA), membership of The Association of Chartered Certified Accountants (ACCA) and Certified Public Accountant (CPA) ,etc.
