  1. Organizational Setting

 

The post is located in the IP and Innovation Ecosystem Sector which supports Member States develop their IP and innovation ecosystems to drive economic growth, in the IP for Innovators Department which supports the development of innovation, technology transfer and IP management, and within the Technology and Innovation Support Division which supports the development of Technology and Innovation Support Centers (TISCs) in Member States and is responsible for activities related to patent analytics, including training, preparation and support in drafting patent landscape reports and WIPO Technology Trends (WITT) publications.

 

  1. Purpose Statement

 

The main role of the incumbent is to manage the work of patent analytics in the Division and to work closely with senior management, staff of IP and technical institutions, third party information suppliers, as well as relevant UN agencies and representatives from industry, to collaboratively develop and deliver projects on the effective utilization of IP system knowledge, in particular patent analytics, for the promotion and support of innovation in developing and least developed countries.

The incumbent works under the supervision of the Director of the Technology and Innovation Support Division.

 

  1. Work Relations

 

The incumbent works in close coordination with other members of the Division and other parts of the Organization including the Regional and National Development Sector, Global Challenges and Partnerships Sector, the Infrastructure and Platforms Sector and the ICT Department.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Manage all activities and work plans related to patent analytics, ensuring the timely and quality delivery of work products in accordance with commitments and results-based management, in particular with regard to the development of publications, such as patent landscape reports and training events.

 

b.   Conceptualize, design and develop methodologies for different patent analytics products, such as the WIPO Technology Trends (WITT) and other patent landscape reports, as well as formulating recommendations regarding trends, main issues, visualization tools, identification and engagement with experts/contributors and other cooperation partners, and to supervise the implementation of these products ensuring the highest standards of quality.

 

c.   Lead the publication of the WIPO Technology Trends (WITT) Report, in particular its overall planning and implementation including procurement, negotiation with contractors, supervision of the Report content, selection of contributors and organization of a launch event and related promotional activities.

 

d.   Supervise staff working in the area of patent analytics, set performance indicators, determine priorities and assign work, monitor and provide regular feedback on performance, conduct performance evaluation meetings, and ensure timely finalization of performance evaluation exercises.

 

e.   Guide and orient the establishment and development of an Expert Community of Practice in the field of patent analytics with IP offices and other stakeholders active in this area, including planning, design and organization of meetings, formulating recommendations for the development of the Community’s tools and platforms and ensuring networking amongst its members and follow up on approved recommendations.

 

f.    Develop capacity-building resources (guides, handbooks, training presentations and methodologies, amongst others) and events in the field of effective utilization of patent analytics and related services, as well as plan, organize and participate as a resource person in training seminars and workshops in the above-mentioned areas of work.

 

g.   Represent the Division at meetings and other events with a view to sharing knowledge externally on project activities and outcomes and developing future projects related to the effective utilization of IP information and, in particular, patent analytics.

 

h.   Perform other related duties as required.

 

3.      Requirements

 

Education (Essential)

Advanced university degree in science, business administration, law or related field. A first-level university degree plus an additional two years of relevant professional experience in addition to the essential experience mentioned below may be accepted in lieu of the advanced university degree.

 

Experience (Essential)

At least seven years of relevant professional experience, including primarily experience in the field of patent analytics.

 

Experience (Desirable)

Experience in providing training in the field of patent information.

 

Experience in the establishment of partnerships with different WIPO stakeholders such as IPOs, academia, UN agencies, industry, amongst others.

 

Language (Essential)

Excellent knowledge of spoken and written English.

 

Language (Desirable)

Knowledge of other official UN languages, particularly French.

Competent user of Microsoft Office applications including Word, Excel, Outlook and PowerPoint, as well as competence in using and taking advantage of social media; ability to adapt quickly to new software.

 

Knowledge of trends in the field of patent search analysis and visualization, including new tools and approaches.

 

Job Related Competencies (Desirable)

 

Knowledge of open source tools (such as R or Python) SQL or data science.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the July 2022 rate of 73.5%

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
