The Government of Nepal (GoN) and the British Embassy Kathmandu (BEK) are developing the Local Infrastructure Support Programme (LISP) and sector Framework to help Nepal to improve the Local Governments’ capacity for delivery of local infrastructure services accountably, inclusively, effectively, and sustainably as demanded by citizens. The LISP will be a BEK flagship programme, which will be delivered in three phases: (a) a small design, learning and preparatory pilot phase until July 2023, (b) up to £100m first phase of implementation starting in Nepal financial year 22/23 but with preparatory work starting in 2022, and (c) Up to £50 million second phase of implementation after performance review in 2024/25.

With funding support from the BEK, the design learning pilot phase (LISP Pilot) will be implemented by United Nations World Food Programme (UN WFP) in partnership with United Nations Development Programme (UNDP) in selected 15 local governments (4 Municipalities and 11 Rural Municipalities) in Karnali Province. The pilot aims to gain evidence and experience on the effective, successful, and replicable operational modalities concerning green recovery job creation and climate-resilient local infrastructure development for scaling-up through the full-fledged LISP. WFP is the lead agency for the LISP Pilot and is responsible for implementation/delivery of incentive/co-financing of the Pilot, and UNDP as support agency is responsible for planning and capacity development related aspects of the Pilot. The Karnali LISP Pilot aims to pilot approaches to support inclusive planning and delivery of local infrastructure and green recovery job creation and to test incentive mechanisms/co-financing together with the selected LGs for better performance, capacity building of local governments and the use of government monitoring and financing instruments

A Technical Assistance (TA)/capacity and system support team will be set-up by WFP and UNDP jointly to each Local Government (LG) selected for the pilot. The TA team in the selected LG comprised of  two staff; Planning and Capacity Development Associate and Program Assistant (Sub-Engineer) to be based in the selected LGs. The team will provide technical guidance, advice, and hands-on support to the LGs in the key focus areas of the Pilot. The TA team with backstopping support technical team based in Surkhet and will provide support to the respective LGs as per Pilot’s TA strategy and plan. in this context, UNDP is planning to recruit Plannig and Capacity development Analyst.

Duties and Responsibilities
 
Under the overall guidance of Portfolio Manager- Governance and Rule of Law, the incumbent will report to the Project Coordinator of LISP Pilot. The incumbent will closely work with WFP LISP team and PLGSP/PCGG for better synergy and coordination.
 
Summary
  • Provide technical support to “Planning and Capacity Development Associates (PCDA)” in planning, prioritization, implementation and management of local infrastructure of their assigned LGs. 
  • Guide Planning and Capacity Development Associates in capacity gap assessment, need identification and implementation of capacity development activities of LG in delivering local infrastructure development including incentive mechanism and financing modalities
  • Support Project Coordinator for day to implementation of the project
  • Ensure Gender and Social Inclusion concerns are integrated in all project activities

The Key Responsibilities are:

Provide technical support to “Planning and Capacity Development Associates” in planning, prioritization, implementation and management of local infrastructure of their assigned LGs

  • Stock take of the existing planning process, instruments and tools of local infrastructure development  by federal, provincial and local governments.
  • Guide the Planning and Capacity Development Associate to Review existing planning process and instruments of local infrastructure development and provide support for the improvement and revision for informed decision making;
  • Provide technical support in developing necessary tools and guidelines, strategies, plans, manuals and  standards on planning and prioritization in the selection of green, labor intensive local infrastructure with high possibility of local employment generation;
  • Provide support to the Planning and Capacity Development Associate in the implementation and management of local infrastructure by ensuring transparency and accountability based on the best practices of relevant programs;
  • Provide technical support and advice to the selected local governments as and when necessary

Guide Planning and Capacity Development Associates in capacity gap assessment, need identification and implementation of capacity development activities of LG in delivering local infrastructure development including incentive mechanism and financing modalities.

  • Assist Planning and Capacity Development Associates in reviewing the status of LISA and other capacity assessment exercise and support LGs in updating capacity assessment as necessary;
  • Provide technical support to PCDAs  and WFP LISP team in identification of relevant capacity development initiatives
  • Design training and capacity development packages for local governments on planning and management of local infrastructure in close coordination with WFP LISP team and PLGSP
  • Support PCDAs and WFP LISP team to deliver trainings and other capacity development activities in coordination with PLGSP/PCGG and other relevant entities covering the entire process of local infrastructure development including planning, prioritization, feasibility studies, detail project design, procurement of goods and services, financial management, monitoring etc.

Support Project Coordinator for day to implementation of the project

  • Assist Project Coordinator to ensure that all activities are prepared in a timely manner and implemented in accordance with stated outcomes and performance indicators;
  • Support to prepare Annual Work Plans, Quarterly Work Plans and other documents for the approval of the Project Board;
  • Assist Project Coordinator to prepare and timely submission of technical and progress reports to the donor, partners, and UNDP;
  • Extend support to develop terms of reference and technical specifications of consultants and contractors requiring procurement;
  • Assist the Project Coordinator to supervise 15 Planning and Capacity Development Associates to ensure delivery of project outputs and outcomes in a timely manner.

Ensure Gender and Social Inclusion work through project interventions

  • Assist Project Coordinator on strategic and policy issues to strengthen gender & social inclusion initiatives in the project plan and implementation strategy;
  • Provide guidance to PCDAs in integrate the concerns of gender and social inclusion in planning,  implementation and management of local infrastructure development of local governments
  • Provide technical support to the local governments jointly with PCDAs and WFP LISP team to ensure the participation of women and people from disadvantaged groups and persons with disabilities in local infrastructure planning and implementation. 
  • Coordinate with LISP team of UNDP and WFP to ensure that women and people from disadvantaged groups and persons with disabilities have sufficiently benefitted from local infrastructure development
  • Ensure that the concerns of women and disadvantaged group and persons with disabilities are included in the strategies, guidelines, operation manuals and capacity development initiatives for local infrastructure development.

Required Skills and Experience
 
Education:
  • Master’s or Bachelor’s degree in Governance, Public Administration, Rural Development, project management, development studies, or another relevant subject.
Experience:
  • Master’s with no experience or Bachelor’s with two years Relevant experience in development and governance and relative fields.
  • Knowledge and understanding of local level planning and infrastructure development 
  • Prior experience of working with provincial and local government primarily on local infrastructure development
  • Prior experience in the area of capacity gap assessment, need identification, planning and implementation of capacity development activities
  • Women candidates and candidates from marginalized group will be given preference.
  • Understanding of  UNDP rules and procedures or experience of completing UN assignments would be an asset
  • Prior working experience in Karnali region

Language requirements: 

  • Fluency in oral and written Nepali and English is essential
