1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the IT Technical Division, Information and Communication Technology (ITC) Department, Administration Finance and Management Sector.

 

The IT Technical Division (ITTD) is responsible for ensuring the maintenance, development and secure operations of the Organization's ICT platforms hosting all of WIPO's internal and outward facing business systems.

 

WIPO has adopted a “Cloud First” policy and established a Cloud Management Unit (CMU) to coordinate the cloud transition activities. Subsequently, the Cloud Transition Project was initiated.

 

  1. Purpose Statement

 

To support the business-critical workloads on the cloud, a strengthened governance mechanism is proposed in the form of an internal Cloud Center of Competence (CCoC) in order to\: (i) secure the provision of architectural competences and oversight for the migration of major business applications; (ii) drive effective development and operations (DevOps) practices, operations and platform management; (iii) manage financial aspects of the transition; and (iv) procure and start a Managed Services contract for Cloud operations.

 

The incumbent will be responsible for designing, implementing and managing DevOps at WIPO. They will work closely with development, operations and security teams to identify and resolve pain points and inefficiencies in delivery workflows.

 

  1. Reporting Lines

 

The incumbent works under the supervision of the Chief Technology Officer.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Develop a vision and a roadmap for the widespread adoption of state-of-the-art DevOps across the Organization.

 

b.   Define, document and implement DevOps processes and best practices.

 

c.   Promote DevOps principles and culture across the organization.

 

d.   Manage the Continuous Integration/Continuous Delivery (CI/CD) support team with the aim to improve quality, establish Service Level Agreements (SLAs) and become an enable force supporting applications teams.

 

e.   Improve the design of the pipelines to improve developer productivity, agility and code quality.

 

f.    Develop and continuously improve automation solutions to enable teams to build and deploy code efficiently and consistently.

 

g.   Streamline and optimize DevOps practices by identifying pain points and productivity barriers and determining ways to resolve them.

 

h.   Collaborate closely with development teams to understand their current processes and make recommendations for improvement.

 

i.    Partner with cross-functional stakeholders, building strong relationships across the Organization, gaining trust in their peers, and empowering developers, operations and security teams to automate their work.

 

j.    Prepare and present design and implementation documentation to multiple stakeholders.

 

 

3.      Requirements

 

Education (Essential)

Advanced university degree in Computer Science or another science, technology, engineering and mathematics (STEM) discipline.  A first-level university degree plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.

 

AWS Certification\: DevOps Engineer Professional.

 

Experience (Essential)

At least seven years of relevant working experience in software engineering, with proven DevOps experience.

 

Thorough understanding of the full software development lifecycle and how to integrate all aspects of it into a CI/CD pipeline across multiple tools, deployment environments, and technologies. This is true of both application code and infrastructure-as-code\:

-         IaC tools such as AWS CloudFormation or Terraform.

-         DevOps toolchain such as Jira/GitHub/Jenkins/Liquibase.

-         automation tools like Chef/Puppet/Ansible.

 

Experience in configuration management, test-driven development and release management.

 

Experience with agile development and a strong understanding of DevOps principles.

 

Experience in optimizing applications to maximize performance.

 

Experience (Desirable)

Solutions Architect experience.

 

Operations experience.

 

Microsoft Azure experience or certification.

 

Working experience in the context of an international organization.

 

Language (Essential)

Excellent written and spoken knowledge of English.

 

Language (Desirable)

Knowledge of other UN official languages, particularly French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the July 2022 rate of 73.5%

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
