OVERVIEW OF THE FUNCTIONS OF THE POST

 

With the support of Education Cannot Wait (ECW), the UNESCO Dhaka Office is implementing the ECW Multi-Year Resilience Programme (MYRP) Phase II (2022 – 2024) – Education for Rohingya Refugee and Host Community Children in Bangladesh, in consortium with UNICEF and UNHCR.

 

The programme intends to achieve five outcomes:(1) ACCESS - Improved access to learning opportunities in a safe and protective environment for girls and boys (aged 3-18); (2) EQUITY AND INCLUSIVITY - Gender and disability inclusive, safe and child friendly teaching and learning environments created for girls and boys (aged 3-18); (3) QUALITY LEARNING - Improved quality of learning for girls and boys (aged 3-18); (4) SYSTEMS STRENGTHENING - Improved systems for quality, inclusive, safe and equitable educational provision; and (5) RESOURCE MOBILISATION - Increased resourcing for the expansion of quality, inclusive, safe and equitable educational provision.

 

More specifically, within the overall implementation framework of this programme, UNESCO’s implementation contributes to aforesaid outcome 1, 2, 4 and 5 followed by outputs and activities in Rohingya Camps and Host Community of Ukhiya and Teknaf Upazila of Cox’s Bazar District in Bangladesh.

Long Description

Under the overall authority and guidance of the Head of Office of the UNESCO Dhaka Office, and direct supervision of the Education Programme Specialist, the incumbent will support the implementation of the ECW MYRP Phase II, and particularly perform the following functions:

 

1.  Project management and coordination

  • Support project implementation in coordination with consortium partners - UNICEF and UNHCR, implementation partners and the Education Sector of Cox’s Bazar;
  • Develop an operational plan and monitor its implementation against pre-determined indicators;
  • Assist with budget planning and execution and take corrective measures when necessary, including expenditure reviews and budget revision;
  • Support temporary staff recruitment and contractual arrangement;
  • Assist with internal and external evaluation as well as narrative and financial reporting.

2.  Technical guidance and support

  • Provide and coordinate technical guidance in relation to UNESCO’s intervention areas in the ECW MYRP Phase II including mental and psychosocial support, parenting education, crisis-sensitive and gender-responsive education planning, coordination and management;
  • Participate in the regular working meetings of the Education Sector of Cox’s Bazar and engage in the programmatic and thematic discussions in different Working Groups related to UNESCO’s intervention areas in Cox’s Bazar;
  • Take stock of UNESCO’s current intervention on education in Cox’s Bazar, identify niche areas and strategize UNESCO’s education response and action.

 

3. Communication and knowledge management

  • Develop and implement the project communication strategy to raise visibility of the ECW MYRP Phase II;
  • Prepare written outputs, including concept notes, briefings, PPTs, analytical notes, reports and inputs for news articles and publications;
  • Facilitate information and knowledge sharing among colleagues, beneficiaries, development partners and donors.

4. Partnership building and resource mobilization

  • Build partnership and liaise with UN, Government, I/NGOs and other agencies to establish and maintain regular consultation and coordination with them including formulation of policy and legislation, joint programming for concrete projects, participation in consultation forums such as UNSDCF, LCGs, DPC, EDP and SDGs discussions, with special attention to promoting and advocating UNESCO’s mandates and objectives;
  • Identify funding opportunities and develop partnership with relevant stakeholders to expand and scale up UNESCO’s education programme in Cox’s Bazar and in Bangladesh;
  • Provide inputs for donor mapping, resources mobilization plan, and project proposals and maintain regular follow-up with potential donors.

Education

  • Advanced university degree (Master's degree or equivalent) in international development, education, social sciences or closely related areas.

 

Work experience

  • Minimum of two years of relevant professional work experience in education project implementation, management, monitoring, and reporting, of which at least one year preferably acquired in education development programmes. 

 

Skills and competencies

  • Proven project management skills and competencies in project planning, implementation, monitoring, evaluation and reporting.
  • Demonstrated fund raising and resource mobilisation skills.
  • Strong analytical and problem-solving skills, as well as ability to set priorities.
  • Demonstrated skills in budgeting and finance management.
  • Proven ability to draft high quality, clear, concise documents and reports.
  • Excellent presentation skills and ability to communicate effectively in a multicultural environment.
  • Excellent IT skills.

 

Languages

  •  Excellent knowledge (written and spoken) of English and Bangla.
DESIRABLE QUALIFICATIONS

 

Education

  • Relevant training in project management, monitoring, and evaluation.

 

Work experience

  • Experience with UN and International NGOs active in Education in Emergencies;
  • Experience in supporting ministries of education or other governmental bodies on education and/or gender.

 

Skills and competencies

  • Knowledge of results-based management framework. 

 

Languages

  • Knowledge of Burmese.
