Background:

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee. 

Jordan hosts nearly 670,000 registered Syrian refugees, on average they have lived in in Jordan for over seven years. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees. 

Job Purpose

The purpose of the Education Specialist position is technical development of the education Core Competency (CC), strategic direction and quality assurance, the education strategy and quality control. The Education Specialist is responsible for mentoring, training, and capacity development of staff on education technical capacity.

What you will do

  • Develop education strategy and offer technical guidance and project implementation support.
  • Contribute to fundraising, developing and revising funding proposals, budgets and donor reports.
  • Compliance with and adherence to NRC policies, guidance and procedures and follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.
  • Ensure that key learnings are extracted from education CC implementation, and incorporate them in education CC and staff development processes.
  • Provide systematic training and build the capacities of staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy. Advocate for adolescents in education and youth sectors, drawing on internal data and conducting research when needed.
  • Provide oversight and technical support for NRC’s Safe and Inclusive (SIS) programme, ensuring alignment of camps and host community programming, and effective outcome/impact monitoring and measurement.
  • Ensure sustainability of education programming, including handing over programmes to local actors, for example the Ministry of Education, Syrian staff, and/or other relevant national/regional partners and act as Focal Point for education programme government approvals
  • Provide oversight and technical support for M&E data collection and analysis for education programme, ensuring planning and analysis of long terms outcomes.
  • Contribute to the development of NRC national and regional returns preparedness programming and integrated programming.

Professional competencies, Skills & Qualifications required

  • Minimum 4 years of experience within Education technical expertise area in a humanitarian/ recovery context
  • Experience with education programme development and advocacy work
  • Experience from working in complex and volatile contexts and knowledge of the context in Jordan and/or neighbouring countries
  • Fluency in English, both written and verbal and proficiency in Arabic language is desired and an added advantage
  • Valid driver’s license

Additional Information:

Duty Station: Amman, Jordan

Duration of contract: 12 months with possibility of extension, full-time, in accordance with local labour laws.

Grade 9 in NRC's grading structure

Travel: Upto 40% domestic
