Purpose of the role

The role of the Monitoring and Evaluation Coordinator of the Nataf3al Consortium’s Education project, that will work with school communities to address the most critical retention needs in a holistic way with a social cohesion lens, is to establish and implement systems to promote evidence-based decision-making and to ensure harmonised monitoring and evaluation practices (M&E) practices across M&E units and programme teams of the Consortium members. The position holder will support the design of standardized M&E processes and tools in coordination with all partners. This will involve: creating, developing, and supporting partner teams to use M&E systems to collect, aggregate and analyse data; and play a key role in ensuring that the reporting needs of key stakeholders are met. The M&E Coordinator will also use the results of the action research to facilitate learning exercises for the consortium.

What you will do

  • Adhere to NRC policies, guidance, and procedures.
  • Lead the development of M&E systems, including M&E procedures, guidelines, and tools.
  • Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the Consortium.
  • Lead the Consortium members in the planning for and execution of M&E activities, including, data collection methodologies and tools; and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Ensure effective communication and knowledge sharing between the Consortium members.
  • Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

Specifically you will;

  •  Ensure that Nataf3al MEAL plan is finalised and adhered to while ensuring review and adjustment based on programme needs.
  • Work with the Consortium members to ensure the timely roll-out and delivery of planned MEAL activities.
  • Design and develop, Terms of References, methodologies, tools, data analysis/interpretation plans related to monitoring, evaluation and capitalization of lessons learned, and accountability and reporting; and ensure that they are age/gender sensitive and disaggregated by nationality.
  • Provide leadership, support to partner in planning, standardizing and harmonizing M&E tools and practices across the project.
  • Provide ongoing analysis and concrete recommendations to improve quality and efficacy of the project in terms of procedures, accountability to beneficiaries, etc.
  • Lead the design of consortium information management systems and data quality assurance procedures and process.
  • Participate in programme design reviews including theory of change development, log frame design revision and budgeting for M&E.
  • Coordinate baseline, evaluations, assessments, special studies, research and data use
  • Lead on the selection, definition, target-setting, and monitoring of indicators that measure the project’ key outputs and outcomes. Set-up the complaints and feedback mechanism for the consortia.
  • Actively lead the consolidation of analysis and interpretation session of outcome monitoring, needs assessments, etc.
  • Conduct regular field visits in coordination with consortia members to ensure technical and operational compliance with MEAL systems and methodologies.
  • Monitor reports deadlines and support Consortium management with the preparation of donor reports to ensure compliance with key programme indicators and objectives.
  • Support the measure of project impacts and collection of vignettes with partner communication teams.
  • Organize and chair regular MEAL technical reference group meetings and disseminate the minutes, and participate actively in other Nataf3al technical reference groups, including protection, advocacy, and other.
  • Lead the implementation of lessons learned workshops or sessions during key phases of the project.

Professional competencies

  •  Bachelor degree in Economics, Political or Social Sciences, Quantitative or Statistical Analysis, or any other relevant field
  • Minimum 3 years of relevant MEAL experience in a professional environment, preferably in an emergency or post-conflict setting.
  • Experience with and knowledge of current approaches to MEAL in relief and development programs.
  • Experience relevant to education programming for children and youth is an advantage
  • Strong ability to identify the needed analysis for both programme efficiency and reporting
  • Excellent understanding of data and information needs for programme management and decision-making.
  • Demonstrable experience participating in assessments or surveys in Arabic and English.
  • Experience with both quantitative and qualitative methods; this should include survey development, facilitating KIIs and FGDs. Experience with SPSS or STATA is desirable.
  • Fluency in English, both spoken and written. Fluency in Arabic is desired.
  • Proficiency in Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
  • Experience in data visualisation and presentation using PowerBi or other similar solutions and software is desired
