Organizational Setting

In March 2022, within the UN’s overall Flash Appeal, FAO launched its Rapid Response Plan (RRP) for Ukraine, seeking USD 115.4 million to assist 979 320 rural people affected through the end of December 2022. The RRP was formulated to align with priority intervention areas and target beneficiaries articulated to FAO by the Ministry of Agricultural Policy and Food (MAPF); to be consistent with the UN-wide revision of the Flash Appeal covering the period to August 2022; to respond to the differentiated needs of vulnerable agricultural households and small- and medium-sized commercial producers across the humanitarian development peace nexus. In addition, the RRP delineates FAO’s role in generating accurate, timely analysis and evidence of the food security and sectoral situations in Ukraine in order to inform the programming of FAO and other development partners; as well the Government of Ukraine’s policy response and related actions. Finally, the FAO RRP complements on the existing FAO development portfolio in the country.

Reporting Lines

Under the overall and direct supervision of FAO Designated Responsible Officer/Ukraine Head of Office, in close collaboration with relevant staff from FAO Ukraine and from Regional Office for Europe and Central Asia (REU), especially FAO REU Resource Mobilization Advisor and FAO International consultant on donor outreach.

Technical Focus

The International consultant on Programme development will be responsible for assisting FAO Ukraine in developing FAO programme funded by donors.

Tasks and responsibilities

The specific scope of this assignment is to:

  • lead the preparation of a FAO portfolio of proposals for donors both, emergency response and development in close consultation with FAO International consultant on donor outreach, relevant technical staff at FAO REU and FAO Headquarters;
  • support the implementation of FAO Project Cycle for the preparation of Contribution Agreements with donors, in close consultation with FAO Operations Officer in FAO Ukraine, FAO REU, the Office of Emergencies and Resilience and/or the Resource Mobilization and Private Sector Partnerships Division in FAO Headquarters.
  • ensure a programmatic approach of FAO’s country portfolio funded by donors and the alignment with other relevant FAO portfolios in other countries in the region and with FAO REU Regional Initiatives.
  • ensure synergies and coordination with other related programmes and projects funded by other donors in the country and also in the region.
  • ensure the catalytic effect for resource mobilization of FAO projects and activities funded by FAO Regular Programme in the country, especially FAO Technical Cooperation Programme
  • perform any other duties as and when requested by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in PhD/MSc on agriculture, economics, or related filed;
  • 5 years of relevant experience on fundraising and resource mobilization activities;
  • Working knowledge (level C) of English and limited knowledge (level B) of Arabic, Chinese, French, Russian or Spanish. For PSA, working knowledge of English is required.
