OVERVIEW OF THE FUNCTIONS OF THE POST

 

The UNESCO Culture|2030 Indicators is a framework of thematic indicators whose purpose is to measure and monitor the progress of culture’s enabling contribution to the national and local implementation of the Sustainable Development Goals and Targets of the 2030 Agenda for Sustainable Development. The initiative is integrated into UNESCO’s Programme and Budget for 2022-2025 (41 C/5) and the work on it across the Culture Sector is led by the Deputy Director of World Heritage. The UNESCO Culture|2030 Indicators provide a conceptual framework and methodological instruments for countries and cities to assess the contribution of culture to the SDGs as part of the existing implementation mechanisms of the 2030 Agenda at the national or local levels. The framework will assess both the role of culture as a sector of activity, as well as the transversal contribution of culture across different SDGs and policy areas. Evidence gathered will inform policies and decisions as well as operational actions. In the period 2021-2022, 12 countries and 16 cities are already implementing this thematic framework with additional countries and cities expected to join in 2022 and 2023. The final project outputs for the countries and cities currently implementing the framework are expected to be delivered in the second quarter of 2022.

The service of an Associate Project Officer is required to assist the UNESCO Culture|2030 Indicators implementation in the relevant countries and cities. Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of World Heritage, the direct supervision of the Deputy Director of World Heritage, and in close collaboration with project coordinator, the incumbent shall carry out the following tasks:

  • Assist in the overall coordination and implementation, at the headquarters level, of the UNESCO Culture|2030 Indicators under various funds in trust projects supporting countries and cities taking part in the initiative, in collaboration with implementation teams, regional and international experts, UNESCO Field Offices and the relevant national and local authorities.

 

  • Ensure the timeliness and quality of deliverables of consultants; develop terms of reference for consultants and support project administration in collaboration with the project assistant.

 

  • Liaise with different partners to coordinate implementation related activities as needed in the selected countries and cities including by organizing workshops and meetings as needed; support the mobilization of the UNESCO Culture|2030 Indicators Expert Facility and coordination with the national and local partners assist in the development and dissemination of capacity building and training materials.

  • Support the project monitoring by contributing to the preparation of reports as per UNESCO and project donor requirements, assist in the project financial monitoring and the resource mobilization by contributing to the preparation of the relevant reports, documentation and concept notes.

 

  • Develop communication materials around the UNESCO Culture|2030 Indicators, the 2030 Agenda including news, presentations and speeches, social media, and update the content of the UNESCO Culture|2030 Indicator’s website as needed and in line with the relevant communication strategy.

 

  • Support the refinement of the UNESCO Culture|2030 Indicators’ methodology and the consolidation of the project outputs from the countries and cities having implemented the framework in the period 2021-2022.

 

  • Support the development and expansion of the data and knowledge base including the UNESCO Culture|2030 Indicators data bank, the UNESCO Culture|2030 Indicators Experts Exchange Platform, and other data archiving systems in collaboration with experts.

EDUCATION

  • Advanced university degree (Masters or equivalent) in the field of culture, international relations, social sciences, urban planning, geography, economics, information science, or management.

 

WORK EXPERIENCE

  • At least one (1) year of relevant professional experience in project management at the international level, preferably in the field of Culture, SDGs indicators and Sustainable Development.

  • Analytical skills to conceptualize issues, process data and synthesize information in coherent and succinct format.
  • Excellent written and oral communication skills, in particular the ability to collect, synthesise and analyse information from various sources and on this basis draft working and information documents in a clear and concise manner.
  • Good adaptation skills to multicultural working environment and ability to communicate sensitively and effectively across different constituencies (national, local partners, donors, project stakeholders, experts etc.).
  • Project management skills with ability to organize workflows and information with a number of project partners and processes
  • Ability to take initiative and to manage competing priorities, organize and prioritize workloads and to meet established and short deadline with a strong capacity for accuracy, close attention to detail and quality of work.
  • Good IT skills (Word, Excel, PowerPoint, Internet, Outlook, etc.)

LANGUAGES

  • Excellent knowledge of English (both oral and written).
  • Good knowledge of French.
DESIRABLE QUALIFICATIONS

 

WORK EXPERIENCE

  • Experience with UNESCO administrative procedures and systems, including SAP and SISTER.
  • Relevant professional experience in the United Nations System or other international development organization(s).

 

SKILLS/COMPETENCIES

  • Knowledge of UNESCO’s processes related to voluntary contributions funded projects.
  • Familiarity with Culture Conventions and Recommendations.

 

LANGUAGES

  • Good knowledge of Arabic or Spanish would be an asset.
