What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context


The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new ICRC Resource Mobilization Strategy 2020 – 2030 has been validated in December 2020 and the budget to launch the related transformation program called “SIP” (Resource Mobilization Strategy’s Implementation Plan) has been approved in March 2021 (up to 50m CHF investments foreseen over the next 3 years). It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

 

In this context, a large number of projects have started which require an additional workforce in order not to overload existing REM teams. The overall SIP Program will be organized in 5 key pillars : 1 - ICRC as a Fundraising Organization, 2 - REM Transformation, 3 - Strategic Movement Fundraising, 4 - New approaches and Innovation, 5 – Enabling architecture. Each pillar is lead by Program / Projects managers in charge of ensuring the delivery of their projects and will be supported by a team of Business Analysts dedicated to specific topics.

 

The RM strategy has among its objective to meet a wider and larger diversity of donor interests with a broader range of fundraising products tailored to each donor audience. For this purpose, REM envisages implementing a product management team that will be responsible to design, develop and manage fundraising products with an end-to-end process beginning with the determination of the ICRC’s portfolio of financial needs and ending with standardized products reflecting the ICRC’s value proposition, which performance can be managed overtime.

Purpose of the position


REM already has staff involved in one aspect or another other of the product management, more specifically (but not only) the REP, the clearing house and the IDC teams. All 3 teams are based both in Geneva and in Manila Shared service center (MSSC) and will need to transform in order to align with the newly created product management team. The design of the new product management team will start in June 2022 and will last until December 2022. REM_CHF is planning to provide transition management support during the time of design and transformation of the teams in order to ease the impact on people and mitigate the inherent business risks.

 

Considering the size and nature of the impact, we are planning a Transition Manager based in Manila. More specifically, we are looking to accompany the REP team - as we see a larger risk of business disruption - to safeguard the production of ICRC standard reporting.

Relationships

 

Internally, will work closely with REM_CHF, the REM Transformation, Change Management team and teams across the ICRC.
No external relationships.

General Duties

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Main duties and responsibilities

 

Business continuity:

 

Lead, coordinate, empower and support the REP management team to: 

  • Ensure the production, publication and high quality of the REM Reporting standard documents (appeals, midterm reports, annual reports) and tailored products (derivatives, PRIV/GVT documents, ECHO and DEV reporting, etc.) and that there is coherence with ICRC policies and management framework;
  • Strengthen proximity and alignment between REM managers, priorities and transformation processes and REP managers, business management and development;
  • Is a subject-matter expert on questions related to reporting to donors for REM and the whole ICRC, in coordination with the Income Data & Care and the Clearing House units;
  • Manage a team of 35 people, directly a team of 5 and ensure the sustainability of the delocalized unit.

 

Transition responsibilities:


Work closely with the REP management team to:

  • Leads and coordinates contributions from the Unit to the design of the future REM Products team and the wider Resource Mobilisation Target Operating Model;
  • Elaborate and deploy transition/change management plans from the AS IS to the TO-BE organizational model;
  • Monitor the transition and develop mitigation measures until the teams are stabilized;
  • Lay the foundations for the phasing out of the Transition Manager role.

Education required

 

  • Master degree;
  • Fluent in English, French an asset;
  • IHL/IHRL diplomas or post-grad are helpful.

Professional Experience required

 

  • 12-15 years of professional experience including 7 years of field experience in a Management position;
  • Has a wide operational experience (e.g. in various functions and contexts) and sound knowledge of internal decision-making processes at the field and HQ level, and experience engaging with the governance structure of the ICRC, an asset;
  • Strong understanding of the ICRC, REM’s and REP’s organization, processes and culture;
  • Proven experience in autonomously organizing, setting priorities, planning and allocating time efficiently;
  • Proven experience in transition planning.
