Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.  In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.   

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes) and creating an enabling environment whereby tools and skills are shared across NRC.

Duties & Responsibilities

The purpose of the Cash and Markets Project Manager (Analysis Management) is to Provide an analysis of existing database and data management systems to explore barriers and opportunities for harmonization and data protection opportunity and risks and Identify Capacity Gaps: Interviews with key stakeholders using a capacity needs and gaps analysis framework in the context of exploring how existing principles and guidance on safe and responsible data management can be better applied.

  1. Review of data management systems in place in similar contexts and inter-country learning to recommend altercations, development or adoption of processes and systems.
  2. Create surveys, registration flows and assessment questionnaire based on request and requirement with support of IM Manager, creating harmony with all other existing tools.
  3. Analysis of inclusion and exclusion data from existing surveys and registration flows
  4. Mapping of existing targeting models with analysis on inclusion/ exclusion: to be done with operating partners and the Cash Working Group.
  5. Secondary analysis of existing M&E data and primary data collected through DCH flows
  6. Produce bi-weekly report with infographics presenting activity report and programmatic forecasting based on existing Power Bi, GIS, and other visualization tools and management systems collaborating with IM Manager.
  7. Provide any kind of assistance to the Cash and Markets program, based on needs identified and assignments delegated.
  8. Produces detailed, relevant, and high-quality qualitative and quantitative reports and alerts as requested.
  9. Organize in documentation of the project for lessons learnt and provide inputs and feedback to NRC Global, Regional and Country office teams.
  10. Extract available information on Market systems from multiple sources including Cash Working Group, Government portals and produce an analysis report adjoining it with overlapping registered beneficiary insights.
  11. Extract reports from Twilio, CRM, Red Rose platform and different partner Financial Service provider systems to analyze and produce reports on statuses.
  12. Develop Key informant database and create, manage, and disseminate surveys to collect market information to support programmatic decision making.
  13. Supports and contributes to the development of data management systems through documentation, implementation, and coordination of standardized information flows

      Skills & Experience

  • Education: University degree in Management, Economics or IT
  • Minimum 5 years of experience in humanitarian Information management, Data Analysis.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Documented results related to the position’s responsibilities
  • Experience with facilitating and leading internal organisational processes
  • Fluency in English, both written and verbal
  • Indepth understanding of Cash and Markets programme
  • Experience defining, structuring, and documenting data related artifacts (preference for experience with the following: GIS, PowerBI, CRM
  • Proven ability to interpret business processes and needs and translate them into data elements and values that are both fit for purpose and audience appropriate
  • Strong documentation skills, able to derive insights and analysis out from multiple data sources.

      Access to a Schengen visa is required for positions in Ukraine
