Mission and objectives

UN Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and our wide range of partners. In Ukraine, four development focus areas define the structure of UNDP's assistance activities. These include democratic governance; prosperity, poverty reduction and MDGs; local development and human security; and energy and environment. In each of these thematic areas, UNDP tries to ensure balance between policy and advocacy work, capacity building activities and pilot projects.UNDP established its presence in Ukraine in 1993.

Context

On 3 May 2022 the Verkhovna Rada of Ukraine established an Inter-factional Union (IFU) “Strategic Foresight of Ukraine” comprising 25 MPs to support the process of Strategic Foresight on Recovery and Development Policies for Ukraine. The main goal of this Union is to “unite and coordinate the efforts of Ukrainian MPs on development of scenarios for Ukraine's postwar future, identifying key trends, risks, and security factors”. The Strategic Foresight will serve as an input to the strategic review of policies; it will help uncover opportunities and threats that traditional processes might miss. Members of the IFU will work to ensure that the results are streamlined into the deliberations by key governmental stakeholders and in particular, the National Council for the Recovery of Ukraine. In partnership with the United Nations Development Programme in Ukraine, the UK Parliaments’ “All-Party Parliamentary Group for Future Generations”, Estonian Parliamentary Foresight Center and the EU agencies, we will conduct a series of strategic steps to enhance the resilience of planned policies in multiple probable futures.
