ORGANISATIONAL CONTEXT

BACKGROUND

The Central Bank of Somaliland or Bank of Somaliland (hereinafter the “the Bank”) was established in 1994  with the mandate of ensuring financial stability and oversight of financial institutions in Somaliland. While significant progress has been made in establishing a sound legal and regulatory framework,  however, the Bank continues to face capacity limitations that impede its ability to provide the necessary support and supervisory functions. One particular area of weakness is the Bank’s ability to combat money laundering and terrorist financing. Somaliland’s Anti-Money Laundering Law No. 87/2019, approved in December 2019, formally established a Financial Intelligence Unit that is an independent department within the Bank responsible for receiving, requesting, analysing, and appropriately disseminating information concerning money laundering and terrorist financing.

THE ASSIGNMENT

To support the Banks’ ongoing efforts to implement Somaliland’s Anti-Money Laundering Law, IDLO is seeking to recruit, on behalf of the Bank, a Data Analyst Expert to provide Microsoft Excel and Power BI data analysis training to the staff of the FIU Department of the Bank.

Scope of work

1. Develop a training manual for the FIU Department of the Bank staff focusing on how to analyse data using Microsoft Excel and Power BI. The manual should include step-by-step on how to perform, among other things, the following data analysis functions on Excel and Power BI:

a. What-If Analysis;

b. Outlining and grouping data using the subtotals tool function;

c. Create PivotTables to analyse External Data;

d. HLOOKUP and VLOOKUP Functions

e. Create and analyse reports using Power BI

2. Deliver training to 10 staff members of the FIU Department of the Somaliland Bank to enhance their knowledge and capacity to analyse data using Microsoft Excel and Power BI

Institutional arrangements:

The Data Analysis Consultant will be recruited and embedded within the FIU Department of the Somaliland Bank for 30 days. They will work under the direct daily supervision of the Director of the FIU Department.

Expected final deliverables:

  • Training manual and delivery of 10-day training to Somaliland Bank officials in Hargeisa

The payment structure for the consultancy:

The Data Analysis Consultant will be paid according to the below remuneration schedule:

Education and Work Experience

  • Master’s Degree in an area relevant to the assignment, such as Computer Science, Information Systems, Mathematics, or Statistics;
  • Minimum six years of relevant professional experience in research and analysis;
  • Strong background in research and analysis in the areas of household poverty alleviation and access to finance
  • Excellent Knowledge of Microsoft Excel and Power BI
  • Proven experience in developing and conducting training;
  • Fluency in written and spoken English;
  • Fluency in written and spoken Somali is an asset but not a requirement;
  • Strong communication and interpersonal skills and the ability to develop excellent relations with national counterparts;
