Organisational Background
IDLO, in collaboration with other consortium members, is promoting a reformed and modernised Alternative Dispute Resolution (ADR) system through the establishment and operationalisation of a new ADR Centre in Somaliland under the Programme 'Strengthening the social contracts through access to justice" funded by the Government of the Netherlands (Also known as Damal Programme). The programme aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions.
The overall goal of the programme is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.
The Assignment
IDLO seeks a short-term Monitoring, Evaluation and Learning (MEL) Consultant with relevant qualifications and experience to develop a MEL system, including data collection tools and train A2J programme partners and ADR centres staff on operationalising the MEL system.
Period of Consultancy:
The Consultant will be based in Hargeisa and is expected to work for 50 days.
Scope of financial Proposal and Schedule of Payments
The Consultant will be offered a lump sum fee inclusive of travel costs, accommodation, and subsistence allowance during work assignment (where applicable)
Functions / Key Results Expected:
Under the overall supervision of the IDLO Programme Manager, and through comprehensive consultations with all relevant sectors and stakeholders, the Consultant is expected to undertake the following: -
- Conduct a rapid assessment of the A2J programme’s current MEL draft documents, process and existing tools and systems. This shall serve as baseline information that will describe the current MEL practice of the programme and will outline the steps needed to establish MEL tools and system/s in the A2J programme. The assessment will also seek to identify capacity data collection gaps within the programme and provide recommendations for ways forward.
- Review relevant documents (including case info and info from justice monthly forums) that will help to develop and/or improve the MEL system, including project proposals, quarterly and annual reports, etc.
- Take part in meetings and/or introductory orientation sessions organised by the IDLO Hargeisa team to execute the assignment.
- Prepare an inception report on the content and methodologies of the MEL system development.
- After the approval of the inception report, develop the MEL system.
- Submit the draft MEL system and present it to A2J programme partners and ADR centre staff.
- Submit the final MEL report after incorporating the comments provided by the A2J programme staff.
- Review the programme PDIA approach, modify the existing recording and reporting templates and assess key challenges and lessons learned that should be considered during the next review of the Theory of Change (ToC)
- Deliver MEL training to A2J programme partners and ADR centre staff.
List Deliverables
The Consultant will perform the following deliverables:
- Inception report within five days of signing the agreement.
- Draft the MEL plan ten days after the approval of the inception report.
- Final comprehensive MEL system, including data collection tools for all A2J programme outcomes.
- Reviewed PDIA recording templates and outline of elements to consider during the next review of the ToC
- Deliver MEL training for A2J programme partners and ADR centre staff. Training deliverables should cover:
- Detailed training plan (including objectives, methodology to be adopted, training modules and schedule), to be sent in Microsoft Word format via electronic submission to the PM within five days after the signature of the agreement. The training plan should be a minimum of 3 pages max.
- PowerPoint presentations and training approaches for participants (i.e., case studies, group work, brainstorming, discussions, etc.), to be sent via electronic submission to the PM for review and input.
- Pre-/post-test evaluation form to be utilised and completed for each training session. Completed forms to be sent via electronic submission to the Programme Manager.
- Weekly reports providing updates from training (such as the composition of attendees, notable discussions, or reflections), to be submitted to the Programme Manager every Monday morning. Reports will be a minimum of 2 pages and will be submitted electronically in Microsoft Word format. A sample template will be provided.
- Report on assignment, including an analysis of consultancy achievements, pre/post evaluation results, challenges, lessons learned, and recommendations for the future. The report should be at least 20 pages long and submitted electronically within 15 days of completion of activities to the PM in Microsoft Word format.
Competencies
To deliver these objectives mentioned above and the associated scope of work, IDLO is searching for a candidate with the following skills and experience:
- Exceptional knowledge and understanding of Justice, Policy, and Legal Issues in Eastern regions of Somaliland. IDLO and its partners operate in complex environments and deliver a diverse portfolio of projects. To provide long-term outcomes (scale up, replication, sustainability etc.) and help the program develop a reputation for excellence, the successful candidate must demonstrate a deep conceptual understanding of Justice, Policy, and Legal Issues in Eastern Somaliland.
- Extensive experience and knowledge in policy/legal reforms. The programme will be actively working with the Somaliland government to ensure that the policy framework is conducive to the protection of the rights of vulnerable groups. The programme will also support the relevant process of policy building. The successful candidate will need to demonstrate extensive understanding, knowledge, and experience in the development/reform of legal and policy frameworks.
Candidate profile
Education and work experience
- A Master’s degree in international development, statistics, planning, social sciences, or relevant discipline.
- At least five (5) years of relevant professional experience with:
- Programme design, including logical frameworks and performance indicators.
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Planning and implementation of M&E systems.
- Training in M&E development and implementation.
- Facilitating learning-oriented analysis sessions with M&E data with multiple stakeholders.
- Information analysis and report writing.
- Strong knowledge of current social-science literature in justice and governance in Somaliland
- Academic training and professional experience in both quantitative and qualitative research methods, including the production of reports
Language Skills
- Fluent oral and writing in English and Somali.
Specific Technical Skills and competencies:
- Excellent writing skills in English and Somali
- Exceptional knowledge of the Somali traditional justice system and ability to interact with government officials, justice stakeholders, elders, scholars, and sharia leaders.
- Demonstrated experience in conducting training.
- Highly organised with the ability to work under pressure with tight deadlines.
