Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya refugee crisis response. The speed and scale of the influx of refugees has resulted in a critical humanitarian emergency. In order to help efforts led by the Government of Bangladesh to respond to the unprecedented level of influx UN Women has developed a response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, empowerment, as well as equitable and safe access to and benefit from humanitarian assistance, information, livelihoods and learning opportunities, for the most vulnerable and marginalized Rohingya women while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community, prevention and improved response to gender-based violence, and peace and social cohesion building between the refugees and host community. UN Women further works in Bangladeshi host communities in Cox’s Bazar to promote women’s socio-economic empowerment as a means for social cohesion, recovery and resilience building. UN Women is also conducting capacity strengthening and engagement initiatives with Camps-in-Charge and the police  to be better equipped to address Rohingya women’s and girls’ needs, constrains and demands.  UN Women co-chairs the Gender in Humanitarian Action Working Group for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across the humanitarian coordination system and humanitarian agencies in Cox’s Bazar. The Sub-office in Cox’s Bazar was established in January 2018 to reinforce management of programmes in Cox’s Bazar district.

UN Women is seeking to recruit a highly motivated and experienced Gender Field Officer for a Camp-in-Charge (CiC) in the Rohingya camps in Cox’s Bazar, Bangladesh, to join its Team reporting to the Programme Analyst Women’s Empowerment and Leadership, Cox’s Bazar. The Gender Field Officer will provide strategic and technical input and advice on gender across the work of the CiCs and will report to CiCs on a daily basis. The Gender Field Officer will report on programme progress and challenges on a weekly basis to the National Programme Officer, and ensure monthly or bimonthly meetings with CiCs.

Duties and Responsibilities

1. Provide technical assistance and capacity development support to Camps-in-Charge (CiCs) and relevant humanitarian actors on gender equality and empowerment of women and girls:

  • Provide gender inputs and advice to the regular work of the CiCs, CiC teams and Camp Managers/SMSD teams on a daily basis; reviewing and contributing to SMSD plans and activities, and reporting identified gender issues and coordinate follow-up action;
  • Conduct camp level gender training/orientations/workshops for CIC staff, Camp Managers, SMSD staff and other camp level humanitarian actors based on identified capacity needs and gaps (in line with SM Capacity sharing and Gender Hub material);
  • Conduct training/orientation/mentoring for volunteers and support them to conduct regular meetings/consultations/outreach with the Rohingya community;
  • Support ensuring women's participation in community representation efforts at camp level including through conducting consultations with women and women leaders to identify needs, barriers and gaps. 

2. Support monitoring, reporting and accountability mechanisms for gender-responsive humanitarian action at camp level in Rohingya camps, Cox’s Bazar:

  • Conduct regular monitoring at the camp level to identify key gender issues, gaps, constraints, complaints, demands, needs and challenges, as well as good practices and initiatives;
  • Report/refer identified gender issues to relevant actors/systems;
  • Support CiCs and Camp Managers for effective referral of gender-related cases/complaints reported through referral pathways (e.g. to Police, protection actors, etc);
  • Support strengthening existing complaints/feedback and referral mechanisms (e.g. information hubs) to ensure they are gender-responsive based on consultations with women;
  • Provide weekly reports to UN Women and CiCs on overall work;
  • Provide inputs to UN Women quarterly/annual and donor reports;
  • Conduct regular monitoring of UN Women camp level activities in coordination with UN Women and Partners' Programme staff, as needed.

3. Contribute to camp-level implementation and monitoring of UN Women’s programme for Gender Equality and Women’s Empowerment in response to the Rohingya refugee influx in Cox’s Bazar:

  • Work closely with UN Women Multi-Purpose Women’s Centres and promote collaboration between MPWCs management and CiCs;
  • Support UN Women, CiCs, and MPWCS on preparation of the high-level missions in the camp;
  • Act as the UN Women central focal point for all CiC related activities and issues taking place at the camp level;
  • Facilitate training for Rohingya women and UN Women selected beneficiaries and national counterparts, including at local level on gender mainstreaming, gender responsive and gender transformative programming or any other requested gender-related topic as needed.

4.Provide technical support and contribute to inter-agency/stakeholder coordination on Gender Equality and Women’s Empowerment (GEWE) in Rohingya camps in Cox’s Bazar:

  • Establish monthly meetings between CiCs and Rohingya women and Rohingya women leaders’ networks to enable dialogue and coordinate follow-up action;
  • Participate in regular camp and sector coordination meetings at camp level to provide inputs and coordinate action on gender issues;
  • Coordinate regularly on a daily basis with Camp Managers, SMSD, Protection/PSEA actors and all key sectors to ensure follow-up action to address identified gender issues;
  • Participate in CiC meetings/consultations with police, community leaders, majhis, imams, Camp Managers, SMSD and overall humanitarian actors to highlight gender issues;
  • Participate in regular CxB GiHA WG meetings on a rotational basis to report on gender issues.

5.Provide inputs to advocacy, partnership building, knowledge building and communication efforts to promote gender equality and empowerment of women and girls at camp level in Rohingya camps, Cox’s Bazar:

  • Advocate for gender equality and human rights issues for Rohingya refugees, in line with normative frameworks, policies and principles, and based on consultations and monitoring conducted, through liaison with CiCs, Camp Managers, SMSD, UN Women, and humanitarian actors;
  • Coordinate and support the organization of advocacy activities and campaigns events at the camp level, e.g. for International Women's Day, 16 days of activism, etc.;
  • Provide inputs to UN Women communication, research, and knowledge products at the camp level as relevant.

Required Skills and Experience

Education and certification:

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/ women’s studies, or a related field is required;
  • A higher-level academic degree in combination with two additional years of qualifying experience may be accepted in lieu of the Bachelor level university degree.

Experience:

  • At least 6 years of relevant work experience in humanitarian programme/project implementation, coordination, monitoring, and reporting focused on gender equality and women’s empowerment;
  • Experience working with Rohingya women and girls and in refugee/displacement camp setting is an asset;
  • Experience working with UN agencies will be an asset;
  • Experience of training with government officers on gender-responsive service provision, accountability and justice mechanisms will be an asset.

Language Requirements:

  • Fluency in English, and Bangla is required;
  • Chittagonian and Rohingya language will be an asset.
