Contextual background

The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with integrated health, protection, and governance programs aiming to employ a broad approach to meeting the needs of crisis-affected and vulnerable communities to survive, recover, and gain control of their futures. This includes direct interventions as well as work in partnership and systems and civil society strengthening toward improving outcomes for conflict-affected and vulnerable populations in Libya.

The Libya INGO Forum (LIF) is an independent network of 30 international non-governmental organizations (INGOs) implementing humanitarian, development, and peacebuilding programs to respond to the needs of the most vulnerable population living in Libya. The LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively.

Job Overview/Summary:

 Coordinate and oversee LIF’s localization initiatives in support of the LIF members.

Major Responsibilities:

Coordination and Management

  • Develop a timeline and work plan, including setting targets for milestones and accountability measures.
  • Conduct research, potentially including reviewing relevant documentation, conducting surveys or interview with LIF members, and other key stakeholder to inform a report on the capacity development needs of NGOs in Libya, with a focus on LIF members’ partners.
  • Conduct a desk review and gather best capacity development practices from related projects (e.g., Nigeria INGO Forum (NIF) initiative, LIF members, and other stakeholders) and utilize them to benefit LIF’s localization initiative and LIF members.
  • Develop an organizational capacity assessment for LIF members to use with their partners.
  • Coordinate between LIF Secretariat, LIF members, and other key stakeholders.
  • Support the CSOs Coordination Group where possible.
  • Adhere to LIF policies, guidance, and procedures regarding its members, partners, and beneficiaries.

 

Training and Capacity Development

  • Compile capacity development training resources, curricula, and information (informed by identified challenges) from NIF, LIF members, for fora and networks in-country with a particular focus on expertise in non-profit management and organizational development.
  • Draft, finalize, and agree upon criteria for participant selection, minimum standards for the capacity development, clear expectations of mentors.
  • Assess the specific needs of participating organisations beyond those captured in initial surveys and identification of resources to address them through training and mentorship consultations.
  • Locate, assess, and oversee trainers, and other necessary consultants.
  • Coordinate collaborative efforts to improve capacity development training and associated curriculum.
  • Ensure training material and content is centralized within an identified online space (that is also available offline) that serves as a central resource portal for potential future community of practitioners.
  • Agree on mentoring plans between mentor and mentee and follow up on progress
  • Provide guidance for mentorship by LIF members to their partners.
  • Conduct follow-up assessments (e.g., surveys, FGD, interviews, etc.) on partners’ goals and expectations and explore continued support.
  • Create guidelines and SOPs for capacity development for LIF member to use with their partners.
  • Draft reports on the outcomes and recommendations for future localization efforts.
  • Share regular status updates with the LIF Director, LIF members, the CSO Coordination Group, and other key stakeholders.
  • Other tasks as management deems necessary.
