Explosive Ordnance Risk Education (EORE) Facilitator (Readvertised)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Explosive Ordnance Risk Education (EORE) Facilitator who will provide regular support to the Team Leader and conduct  EORE sessions in communities in order to raise awareness of the dangers posed by Explosive Hazards and reduce the number of accidents caused by these hazards. 

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. Due to the ongoing conflict that began on February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The role of the EORE (Explosive Ordnance Risk Education) Facilitator/Assistant will be to conduct EORE sessions in communities to raise awareness of the dangers posed by Explosive Hazards and reduce the number of accidents caused by these hazards. Under the general guidance and coordination of the EORE Programme Manager and the immediate supervision of the EORE Team Leader, the EORE Facilitator will be tasked and responsible for:

• Providing EORE sessions in affected communities, with a focus on returnees, and taking into account religion, age, sex, education, and other considerations.
• Function as an interviewer during assessments of targeted communities and/or locations.
• Provide support to the EORE Team Leader on the implementation of the Project and focusing on EORE sessions in communities and locations in accordance with Project objectives.
• Support the development of EORE and mine-awareness training package to raise awareness about the risks associated with Explosive Hazards.
• Function as data collector in targeted communities and/or locations.
• Before any EORE team deploys, ensure the information specific to the area has been provided by the EORE Team Leader/EORE Programme Manager.
• Obtain (If available) all appropriate survey data from official government bodies (Government /Police/Military/Other) and community key informants in operations.
• Keeping records of daily, weekly, and monthly activities, ensuring the provision of updated information on EORE sessions conducted and planned activities.
• Report progress daily to the Team Leader and contribute to the reporting.
• Establish and maintain liaison with local authorities and the community.
• Maintaining good discipline within the team and coordinate duties/tasks with other DRC (DANISH REFUGEE COUNCIL) colleagues.
• Be responsible for equipment and EORE training material condition and quantities designated for the team.
• During the EORE sessions and other specific tasks, ensure the distribution of EORE materials as required, keeping data and records of the distributed materials.
• Acting as the Team Leader as and when directed.

About You

To be successful in this role we expect you to have a minimum of 1 year of relevant, proven work experience within an international humanitarian or development organization in a complex, fast-changing, and volatile context. Moreover, we also expect the following:

• University degree, preferably in sociology/social sciences/teaching.
• At least 1 year of relevant work experience within an international humanitarian or development organization.
• Experience in designing and implementing awareness campaigns for diverse target groups (including men, women, and children).
• Experience in working in complex, fast-changing, and volatile contexts.
• Knowledge and/or experience in International Mine Action Standards (IMAS) is desirable.
• Good IT skills in Microsoft Office (especially Word, Excel, and Outlook).
• Effective communication and interpersonal skills.
• Prior experience working with NGOs would be an asset.
• Experience working in teaching/education/social work or/and within a mine action portfolio is desirable.
• Knowledge and/or experience in International Mine Action Standards (IMAS) is desirable.
• Possession of a valid automobile driving license and the ability to drive using a manual transmission is desirable.
• Experience in mine action, and humanitarian portfolio is desirable.
• Experience in liaison with governmental and local authorities is preferable.
• Knowledge of Ukrainian and/or Russian is mandatory.
• Knowledge of the local language will be an advantage.
• Fluency in English will be an advantage.

Contract length: November 2022 - June 2023, with the possibility of extension depending on funding.

Band: Non-Management, I

Duty base: Chisinau, with travel across Moldova.
