The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

Sitting in the Digital Economy Policy (DEP) Division of STI, the Committee on Consumer Policy (CCP) and its Working Party on Consumer Product Safety (WPCPS) aim to support the development and implementation of policies that empower and protect consumers in the global and digital transformation, and the green transition.

STI/DEP’s Consumer Policy Unit is looking for a Consumer Policy Analyst to support its work on consumer policy, in particular to lead the CCP’s project on empowering and protecting consumers in the green transition, and to assist with the management of the WPCPS, including maintaining the OECD’s GlobalRecalls portal.

The selected person will work under the supervision of the Head of the Consumer Policy Unit, under the direction of the Head of the DEP Division.

Main Responsibilities

Project management, analysis and drafting

  • Manage the development of selected projects from the Committee on Consumer Policy (CCP) and its Working Party on Consumer Product Safety (WPCPS). This will involve carrying out policy, legal and/or technical analysis on fostering consumer engagement into the green transition, the use of Artificial Intelligence (AI) in consumer policy, the impact of new technologies on consumer product safety, and more.
  • Assist with the management of the WPCPS.
  • Help maintain and promote the OECD’s GlobalRecalls portal.

Liaison and communication

  • Participate, as required, in horizontal and multidisciplinary projects and activities of the STI and the OECD that are relevant to the activities of the CCP and WPCPS.
  • Contribute to the organisation of, and participate in, meetings of national government delegates and experts from the private sector, civil society, and academia in connection with the work programme in the above areas.
  • Establish and maintain professional contacts within the OECD, with Delegations and outside individuals and organisations in the field of digital economy policies.
  • Contribute to the external visibility of the CCP and WPCPS, for example by participating and presenting work at workshops, conferences, etc., and maintaining close contacts with the press and sector specific media.

Ideal Candidate Profile

Academic Background\:

  • An advanced university degree in law, economics. Some study relevant to consumer policy is preferred.

Professional Background\:

  • Minimum three, preferably five years’ experience in qualitative and/or quantitative policy analysis, preferably on consumer policy and/or consumer product safety-related matters.
  • Minimum three, preferably five years’ experience in international comparative policy analysis, preferably acquired in a national or international administration, such as a Ministry or regulatory agency dealing with consumer policy, product safety or AI matters.
  • Expertise in new technologies such as AI and Internet of Things would be an asset.

Tools\:

  • Experience in the use of IT tools for data management and analysis as well as a strong desire to learn and understand the technical environment in which the OECD operates.
  • Knowledge of survey and data management good practices would be an asset.
  • Computer science or software development would be an asset.

Languages\:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6,415 EUR or 7,915 EUR, plus allowances based on eligibility, exempt of French income tax.

  • This position is twin graded A2/A3. Appointment will be based on the candidate’s level of experience and demonstrated ability to perform the functions at the expected level.
